The closed-door session was called at the request of Presi dent Kennedy. On hand for the discussion will be Agriculture Secretary Orville Freeman and Com merce Secretary Luther Hodges. The meeting followed reports that American businessmen have been conferring in Canada with Russian delegates to dis cuss the sale of surplus wheat. Russia already has signed a half billion dollar agreement with Canada for wheat. In calling the joint session In day, Rep. Harold D. Walden said Jones could keep Ihe job as long as he wanted "He's a real good man, a hard worker." Russia Ratifies Test Ban Treaty MOSCOW (UPD-The Presid ium of the Supreme Soviet this nation's highest legislative body has unanimously ratified the partial nuclear test ban treaty. The ratification,' a formality under the Soviet system, came shortly after the U.S. Senate also voted overwhelmingly to ratily the treaty, which prohib its nuclear explosions in the at mosphere, outer space and un derwater. The Supreme Soviet's foreign affairs committee earlier rec ommended ratification and the Soviet press has praised the treaty constantly since the day it was signed.
