House Ways and Means committee approved bill; floor debate starts today. Senate awaiting House action. Stocks and Bond Taxes To retard flow of American capi tal abroad, Kennedy has pro posed that purchase taxes be levied on Americans who buy foreign stocks and bonds from foreigners. House Ways and Means committee concluded hearings. Senate awaiting House action, Railroads and Employees Rails and unions agreed on com' promise formula for requiring larger employer and employee contributions to railroad retire ment fund to avert long-range shortage; House passed. Senate approved by labor committee and expected to be passed this week. Military Pay Administra tion asked $1.2 billion annual pay and benefit boost for serv icemen, reservists and retirees. House and Senate have passed modified and differing versions. Compromise between the two measures expected to be worked out in House Senate confer ence. Fallout Shelters President Kennedy wants authority to make federal contributions to ward construction of civil de-J fense fallout shelters in schools, hospitals and other non profit institutions. House passed one year, $190 million bill. Senate nothing scheduled. Foreign Aid Administration asking $4.5 billion. House passed authorization bill setting appropriation ceiling of $3.5 bil lion. Senate Foreign Rela tions committee has partly com pleted action on bill. (Actual ap propriations to come later.) Health Insurance President wants hospitalization program for persons 65 and over financed through social security taxes. House Ways and Means com mittee expected to hold hearings next month but no chance for passage this year. Senate awaiting House action. Mental Health Administra tion wants long - range p r o gram for community mental health treatment centers; re search on and treatment of mental retardation. House and Senate have passed sharply dif ferent version. Compromise be tween Senate 10-year, $847 mil lion program and House's $238 million program expected to be worked out in House-Senate con ference. College Construction Ken nedy originally asked for fed eral funds to build class rooms and laboratories as part of larg er $5.3 billion school bill; agreed later to separate bills. House approved $1.2 billion in grants and loans for colleges. Senate hearings completed awaiting suocommiuee action. Vocational Schools Presi dent asked that annual aid for vocational schools, now limited to $57 million, be gradually boosted to higher levels. House passed bill that would over four - year period boost ceiling on annual aid by $180 million. Senate subcommittee approv ed House bill with amendments which raised fourth year in crease to $243 million and added other educational aid programs. Schools President wants aid continued for "impacted" schools (those attended by many children of federal employees, military personnel. Senate subcommittee has added this authorization to House passed vocational aid bill. House committee approved as sepa rate bill with amendment for bidding use of funds for segre gated facilities. Libraries President wants expanded federal aid for library services. House Education and Labor committee approved. Senate approved as part of House passed vocational bill. ; College Studrnt Loans Pres ident wants bigger program. 1 Senate included in subcom mittee - approved bill. House hearings concluded on separate bill. Voting President Kenne dy asked for controls on use of literacy tests, speedier vot ing rights suits and extension of the civil rights commission's , life for four years in his origi-i nal request last winter. House judiciary subcommittee ten-1 tatlvely approved. Senate Ju diciary subcommittee approved' four year extension of civil rights commission. j Public Accommodations Kennedy's main interest in his second right message was for legislation outlawing segrega tion in use of hotels, stores, res taurants, theaters and other public accommodations in inter state commerce. He also asked for new authority to Initiate school desegregation suits and optional authority to withhold federal aid to states that Prac tice racial discrimination. , House Judiciary subcommit tee action under way. Senate Labor subcommittee tenta tively approved bill; Commerce committee has approved ban on discrimination by unions. Cotton Administration backed subsidy plan would provide cheaper cotton for U. S. textile mills; includes lower support prices for large-scale growers and potential relaxation of plant ing restrictions. House Bill ap proved by Agriculture commit tee, cleared by Rules committee, but not scheduled for floor ac tion. Senate Hearings complet ed. Mexican Farm Hands 12- year-old law permitting impor tation of Mexicans for tempo rary work on American farms expires Dec. 31; Administration requested one year extension with new safeguards to protect domestic workers. Senate Passed one year extension with safeguards. House Bill to ex tend program two years defeat ed on House floor, Agriculture committee has approved simple one-year extension without safe guard amendments. Mass Transit Kennedy pro posed $500 million in subsides to improve city rail, bus and subway services. House Bank ing committee approved bill, pending Rules committee. Sen ate Approved $375 milion pro gram. Wilderness President wants to establish a national program to preserve public lands in their natural state. Senate Passed, with provision covering 8 mil lion acres immediately and pos sibly up to 35 million acres even tually. House No committee hearings set. Outdoor Recreation Ken nedy wants a special land and water conservation fund to fi nance purchase of additional federal and state park lands and forests for outdoor recreation. House Interior committee drafting bill. Senate Hearings completed. Depressed Areas Kennedy asked Congress to expand sharp ly program of federal redevelop ment aid to local industries de-l signed to create jobs in areas of chronically high unemploy ment. Senate Approved addi tional $455 million authorization. House Rejected, but Banking committee has approved a "second-try" $355 million bill, which was scheduled to be considered by Rules committee yesterday. Youth Employment Kenne dy asked new $100 million Youth Conservation Corps for outdoor work in forests and parks; home town youth corps for local civic projects. House Education committee has approved, pend ing in Rules committee. Senate Passed. Domestic Peace Corps Pres ident asking for new organiza tion of 1,000 to 5,000 skilled vol unteers to carry out work in this country similar to Peace Corps projects abroad. $5 mil lion first year cost. House Education and Labor subcom mittee concluded hearings. Sen ate Commerce subcommittee plans further hearings. Price - Culling Administra tion - opposed bill backed by druggists and some other retail groups is designed to stop retail price - cutting of brand - name merchandise. House Com m e r c e committee approved, scheduled for consideration by rules committee n ednesday. Senate Commerce subcommit tee plans further hearings. Awaiting Signature: Medical Schools Congress approved Kennedy's request for federal aid for construction of medical - dental schools and loan aid to medical and dental students. Three - year program would cost abeut $236 mililon. Laws Enacted: Draft Congress granted Kennedy's request for four-year extension of selective service and doctor draft. Feed Grains Congress ex tended for two years temporary program of paying farmers to i hold down surplus production of j corn and other feed grains. Silver To combat shortage I of silver for coins, Congress 1 gave Administration authority it requested to replace existing i silver - backed $1 bills with gold- backed $1 bills. Women Workers Starting next June employers must pro vide equal pay for women work ers who do the same work as men; new law applies to jobs covered by minimum wage-hour law. Taxes Congress in response to Administration request ex tended for another year present temporary tax rates on corpo ration profits, liquor, cigarettes, automobiles, telephone calls and airline tickets which had been scheduled to drop to lower levels July 1. (Corporation tax rates would be permanently revised downward, if Kennedy's tax reduction program is enacted.) National Debt Limit Con gress granted President's re quest to extend through Nov. 30 temporary ceiling of $309 billion on national debt. Ceiling would have reverted to $285 billion Sept. 1 without the new legisla tion. Current debt about $20 billion above that figure. Cunningham of the University of California at Los Angeles department of education, and Mrs. Montana H. Rickards, Portland.
