Democrats Close Out Western Conference With Big Plans SALT LAKE CITY (UPI) - Democrats from 13 western states made big plans here at their Western States conference last week. All of them were aim ed mainly at two things beat ing Barry Goldwater and re turning incumbents in the West to office. There were many impassioned speeches about "the cancerous growth of the radical right" and pledges supporting everything President Kennedy does, from cutting taxes to supporting the nuclear test ban treaty. But the main purpose of the convention, lost perhaps to the general public amidst cries of "Birchcr," was to set the stage for the 1964 general elections. The West will probably be cru cial in the 1964 presidential elec tion. The Democrats have lost it, and lost it badly, during the past three presidential elections. Republican Richard M. Nixon won all but three of the western states in 1960. Adlai E. Steven son failed in 1936 and 1952 to take a single western state in his bids against Republi can former President Dwight D. Eisenhower. The Democrats at their con ference here vowed to do better in 1964, and they are convinced that Arizona Republican Gold water is the man they are going to have to do it against. A well cooridnated convention and host of Democratic leaders set the pace for the campaign and in effect picked out one of the key issues as far as the West is concerned. It will be the John Birch Society, or in other words what they call "the radical right's control of certain seg ments of the Republican party." Every major speaker, from Gov. Edmund G. Brown of Cali fornia to Senate Majority Whip Hubert Humphrey of Minnesota, exhorted the virtues of the Ken nedy administration and warned of the impending dangers pow ered by the "radical right wing." Himphrey accused Goldwater of "waltzing with the Birchers" and Secretary of Interior Stew art Udall said the potential Re publican presidential candidate lacked the maturity neces sary to lead the United States. Brown used most of his time to set the stage for Humphrey and Udall to hit at Goldwater by starting the ball rolling with his attack against the "radic a 1 right." (UPI) Danish Ferry Changes Course To Shield Communist Escapees TRAVEMJENDE, G e r many (UPI) Martin Helms' care fully planned escape from Com munist East Germany appeared doomed Saturday night. The outboard motor on his kayak had failed and an East German patrol boat was closing in fast. Helms, a 30-ycar-old sports in structor, had put his 29-year-old wife Bettina and 5-year-old daughter Kirsten in the small boat earlier that night, lney had slipped away from East German territory and were in international waters headed for West Germany when the engine stopped. As the Communist patrol boat approached. Helms knew what would follow. They would be arrested, perhaps shot. At the very least he would get a jail term tor 'fleeing the repub lic." But another crew also was watching Holms kayak as it bobbed helplessly on the waves. The officers of the Danish ferry Gedser, which skirls the Iron Curtain regularly on its Baltic Sea runs, sized up the situation. Orders were shouted from the bridge engine room bells clang ed, and the Gcdscr swung sud denly from its course. The big ocean-going ferry sliced through the waters be tween the Kayak and the Com munist patrol boat, cutting off the Helms family from their pur suers. Then, as its 400 passengers cheered from the railings, the Gedser provided protection while a West German freighter sped to the kayak and picked up Helms and his wife and daugh ter. The Helms family reached safety in Luebeck, West Ger many. The Gedser continued on to Stockholm and nobody minded the fact it was 20 min utes late. Senator Would Call Dare Voiced On Stopping Aid CLEVELAND, Ohio (UPD Sen. Wayne Morse (D Ore.) Sunday night lashed out at U.S. foreign and military policy in South Viet Nam, calling it "a historic disgrace." The senator said, "there we are, supporting perhaps the most tyrannical, dictatorial and atrocious regime on the face of the earth outside of the Com munist world. I don't believe that we cannot do otherwise or South Viet Nam will go Com munist. Would Call Dare "I'm for calling the dare of Mrs. (Ngo Dinh) Nhu when she said we dare not stop our aid." He cited his support of a state ment by 21 senators who with drew backing of aid to Viet ! Nam until there was a change in the policy of the Diem gov ernment. I Morse spoke at a Bonds for I Israel dinner attended by about j 250 persons. j He said the most effective weapon against the spread of communism was economic free dom. "You cannot export a political ideology. You can export eco nomic freedom," Morse com mented. Morse praised the state of Israel as a symbol of the spread of economic freedom in what he called the feudal areas of the Middle East, and also cited the efforts of the Israeli Youth Corps in spreading technical knowledge in Africa. Businessmen Lauded He said America was doing the best job of "squaring its ac tions with its professings in Lat in America under the Alliance for Progress." But he warned that the Alliance is a quarter century undertaking and would not be completed in a mere 10 years. He lauded American busi nessmen who, he said, were do ing a better job than the U. S. government in spreading eco nomic freedom south of the bor der. Morse predicted passage of the nuclear test ban treaty in the Senate with a wide majority.
