It said the Soviet Union had repeatedly requested Peking to arrange consultations on the de marcation of certain parts of the frontier in order to avoid misunderstandings but the Chi nese have refused to negotiate and are still 'violating the bor der. Boston College 21 Northwestern 2fl, Rhode Is land U cNamara, Check Pope Paul Tells Plans to Overhaul The Roman Curia Ecumenical Council To Discuss Matter VATICAN CITY (UPI) - In another move aimed at stream lining the Roman Catholic church for the space age, Pope Paul VI Saturday announced plans for overhauling the Ro man Curia to place more policy-making power in the hands of the local clergy at the dio cese level. The proposal, the pontiff said, will be discussed at the second session of the Ecumenical coun cil, opening Sept. 29. The Curia is composed of agencies which the pontiff uses in the exercise of his supreme and universal power over the Catholic church. Pope Paul told Curia mem bers Saturday he intends to make it more international in membership and more progres sive in outlook. Special Audience "Various reforms will be need ed," the Pope said in a special audience with members of the Curia's various departments. "They will certainly be pon dered, they will be outlined ac cording to venerable and rea sonable traditions on one hand, according to the needs and times of the other." The purpose of the reforms, the pontiff declared, is "to drop what is passing or superfluous in thc forms and norms that govern thc Roman Curia and to bring about what Is vital and providential ..." Vatican sources interprctca the papal statement as another progressive step in line with the late Pope John XXIII's Ecu menical council, the second council session called by Pope Paul and both pontiffs' efforts to unify the churches of Chris tendom throughout the world. Thc Curia has been the strong hold of Catholic conservatives for centuries. Because of its power as Rome's controlling agency, the Curia dictates ad ministrative policies for the Catholic church everywhere. All-Night Watch Posted on Churches BIRMINGHAM, Ala. (UPD A 24-hour watch was posted on churches in Birmingham's Ne gro community Saturday to min imize chances of another bomb ing today while thc churches are jammed with worshippers. The move was announced by Ihe Rev. A. D. King, pastor of the First Baptist church, and brother of integration leader Dr. Martin Luther King Jr. A. D. King said the guards would re main on duty throughout the week end. Friday the federal investiga tors disclosed that the bomb that killed four young Negro girls at the Huh Street Baptist church last Sunday had been planted underneath a set of stairs, apparently in advance of the services. They told authorities their mother gave them $4 for food and put them aboard a bus with instructions to go to the famed boys' home. Taylor of the military effort against the Com munist Viet Cong." Consultations They ane expected to depart Monday for a one week look at the military situation in South Viet Nam. White House sources said the mission is the result of top-level consultations within the government and with Lodge in Saigon. They said Secretary of State Dean Rusk was consulted, al though the mission is described as purely military. Buddhist ri ots against the government of Prime Minister Ngo Dinh Diem in Saigon have caused soul searching at the. top policymak ing level in Washington, . Sources said Kennedy seeks the best possible information on t h e guerrilla warfare in Viet Nam. The strategy and tactics in the war are reportedly dis turbing a number of U. S. mili tary officers in the Southeast Asian countries. The 14,000 American troops are there chief ly as advisers. McNamara visited South Viet Nam in May, 1962. Taylor, chair man of the joint chiefs of staff, has made two trips to survey the war-torn country, the last time on Sept. 10, 19H2.
