This is discouraging word. It came recently in dispatches from Saigon. These dispatches evidently were based on a closed-door briefing of U.S. cor respondents in Saigon, including UPIs Neil Shoehan and the New York Times' David Halber- stam. Both Sheehan and Halberstam attributed their statements about the South Viet Nam sit uation to informed sources. Five Agencies Feud The five policy agencies, ap parently now engaged mostly in fighting each other or among themselves, are the: U.S. embassy. Military Assistance Com mand. Central Inlclligcnce Agency. Agency for International De velopment. United Slates Information Agency. These agencies are disputing whether the United Slates should continue to support the incred ible Ngo Dinh Diem family ad ministration of Viet Nam. Un-I deriving this row is serious dis agreement between military and civilian officials over whether the war is going well in Viet Nam or so badly that the Com munists are likely to win in the end. The military claims the war has been going well. The opti' mistic reports of the military Irom baigon largely have deter mined Kennedy administration policy. Now the civilians are faulting the military reports as phoney optimism. This has enraged some of the generals. Sheehan reported that one of the mili tary brass was so angry with one of the civilian officials that the general was overheard lo say: "I'll get that S.O.B. if its the last Ihing I do." Reports To President The dispatches said Lodge had been ordered to report to Pres ident Kennedy the true situa tion in Viet Nam. That report is coming up or may already have been received. Meantime, the five-headed monstrosity repre senting U.S. policy in Viet Nam remains on the job, a symbol of a spectacular frustration i n President Kennedy's administra tion of foreign policy. U.S. foreign policy has been blotted with such spectacular administrative debacles many times before this. Some of them led to loss of China to the Reds; misplays at Yalta; division of Germany to leave Berlin sur rounded by Communists; U. S. aid to Castro in taking over Cuba. These were cosily. A Commu nist Iriumph in Vict Nam and extending through Southeast Asia could be even more so. How could it be then that the supposedly experienced and able Americans assigned in Viet Nam to the various U.S. agencies came in time lo act like a clutch of pouty teen-agers? And how long will that con tinue? And what were the stale and Defense Departments doing when U. S. actions in Viet Nam began to become self-defeating? Convicton of Former Oregon Man Upheld SAN FRANCISCO (UPI) -The conviction of Ernest LeRoy Smith, formerly of Empire, Ore., of shooting at a police man in The Dalles in 1957 has been upheld by the U.S. Cir cuit Court of Appeals. Smith had claimed the sta tute under which he was tried and convicted was unconstitu tional. He was convicted of fir ing at city policeman Robert Brower when the latter tried to stop his car., Brower was not struck. Smith was sentenced to eight years in the state penitentiary. Huge Whale Found Off Oregon Coast WARRENTON, Ore. (UPI)-A whale measuring 70 feet long and weighing an estimated 70 tons was towed into the Bio products Inc. whaling station here Thursday. 1 The mammal, possibly the largest whale killed in North west waters, was harpooned off Depoe Bay by the crew of the otter trawler Tom & Al out of Astoria. The kill was made with a sin gle harpoon shot about three hours after sighting. The whale towed the ship for 20 minutes, sounding for 100 fathoms about 600 feet of line. The bulk of the carcass will be used for mink feed and some of the organs will be turned over to researchers at the University of Oregon Medical School in Portland. Ity Al.
