THURSDAY, SEPTEMBER 12, 193 B 9 Russia Declared Taking Time for Cold War Truce Valuable Horses Die in Barn Fire LEWISTON, Maine (UPI)-At least IS valuable harness race horses were killed early today when a three-alarm fire swept five bams at the sprawling Lew iston Fairgrounds, officials said. Police Capt. John Harkins said the number of horses killed could "reach 25 to 50." Deputy Fire Chief Reginald Doucett said damage "could go as high as $500,000, possibly higher." He said at least 15 horses were known to be dead. Cause of the blaze was not de termined immediately. The horses ranged in value from $1,000 to about $15,000. The Kremlin, the diplomats said, has no intention of stirring up a new Berlin crisis, although its position on Berlin and Ger many is unchanged. On Cuba, the diplomats said, Moscow will continue its present policy no withdrawal of its "in structors" until the Cubans have been "adequately trained" and until the Cnbans request Kremlin to withdraw them. Russians deny they have combat troops in Cuba. the The any Union has decided to take its time in maneuvering toward a cold war truce with the United States, high Communist diplo mats indicated today. Soviet Premier Nikita Khrush chev apparently is in no imme diate hurry for quick new East West arrangements because of his deepening conflict with Red China and his preoccupation with internal problems, such as farm lags and ideological unrest among Russia's intellectuals. The diplomats indicated strongly that Khrushchev has no plans at present to offer new proposals to the West beyond sians, the diplomats said, is a sort of East-West "detente" as exemplified by the Moscow treaty which banned nuclear tests in the atmosphere, in outer space and under water. Possible Developments However, Soviet officials will seek continued relaxation by unhurriedly pursuing three pos sible developments in East-West relations, the diplomats said. They are: Measures against surprise attack, including notably the stationing of observers in stra tegic key points on either side of the Iron Curtain. NEW AUTO UNVEILED MODENA, Italy (UPI) - An experimental rear-engine sports car, the first in the history of the Alfa Romeo automobile company, made its inaugural appearance Wednesday. The new car, tested by Italian rac ing driver Luigi Bertocco, reached a speed of 60 miles an hour. Alfa-Romeo officials said they had not yet decided wheth er to begin production of t h e model. (UPI) President Kennedy is expected to make his first visit to the United Nations since 1961 for a policy speech to the Gen eral Assembly this month, in formed sources said today. The General Assembly opens its 18th session next Tuesday. Kennedy's appearance at UN headquarters would be a quick one, probably on Sept. 19, the sources said. Later in the as sembly session. Secretary of State Dean Rusk is expected to be present, although the U.S. delegation will be headed by Ambassador Adlai E. Stevenson. The President last visited the United Nations in September, 1961, when his policy speech included a proposal for a UN "decade of development." Informed sources said the UN Radio has standby orders for the broadcast of another Kennedy policy speech on Sept. 19.
