That is the way Oregon's civil rights administrator ap praises the program ol the Fair Employment Practices Act which in 1949 was the sixth state law in the nation to guarantee equal oppor tunity in employment. Mark A. Smith has been administering Oregon civil rights laws under Labor Com missioner Norman O. Nilscn since 1955. He finds "it has become a normal practice in Oregon to extend freely to certain groups jobs on particular oc cupational levels while with holding those same work op portunities from othrr groups or permitting them only token Placement." The continuous scries of civil rights acts has kept Oregon in the forefront of states with enforceable social legislation. On the favorable side of the ledger is the improvement in intergroup relations over the years, a positive observa tion coming from Smith's con tacts with all elements of the population. He pointed out every re sponsible group in the state has expressed itself against discrimination based on race, j religion, color or national origin. He noted that Oregon em ployers are inclined to be con ciliatory when confronted wOh a discrimination com plaint. Of the 550 or more j discrimination in employment and informal requests for in vestigation of a discrimina tory situation filed in the past 14 years with the Bureau of Labor, only three have re quired a public hearing peti tion because of inability to correct the situation in con ference. The way is clear lo Smith, who said "in Oregon we have conceded the right of evcry- Qone to make a living regard- jess oi ins race, crcea or na tional origin," he says. Stuffed Chicken a La Moro caine. redolent with spices, is considered highly by Moroc cans, according to representa tives at the United Nations. 2 whole fryers 2 sticks of butter or margarine 1 cup water ' i teaspoon ginger ' is teaspoon pepper 2 teaspoon cinnamon Pinch saffron Salt Stuffing Brown chickens in butter, turning to brown on all sides. When brown, stuff chickens with rice stuffing. Close and secure openings wtih skewers. Place chickens in pan with close-filling cover, add 1 cup boiling water in which spices have been blended. Simmer for 1-34 hours over low heat. AOiiiuonai water may neca be added. 'Stuffing. Add l'i cups rice to 3 cups boiling salted water. Simmer until water is absorbed; add 'i cup raisins, plumped in boiling water; Vj cup almonds, toasted and ground; 1 4 teaspoon ginger, U teaspoon pepper, 1 4 tea spoon cinnamon, pinch of saf fron. Chop fine and cook slowly in 2 tablespoons of the butter 5 minutes or until tender, stir ring frequently. Melt remain ing butler in a saucepan. Blend in flour. Hemove from heat and gradually stir in milk. Cook over medium heat 3 minutes or until thickened, stirring constantly. Add salt, black pepper, celery, onion and mushrooms. Beat egg yolks well; gradu ally, stirring quickly, add hot mixture. Beat egg whites un til stiff and carefully fold into the mixture. Turn into a but tered Hi quart casserole. Place in a pan of hot water. Bake in aQucheated slow'!25 degree, oven II2 hours orun til nicely browned over the top and cooked through the center. Gravensleins, the pir and sauce apples, are pultiiSs in their brief appearance so enjoy them now. Summer va rieties of avocados, beautiful clusters of variously assorted colorful grapes, delicious nec tarines, peaches, plums and citrus fruits are abundant. Bartlelt pear crop is small this year. Figs, for breakfast or dessert, are also available. Fresh vegetable buys are many. They include carrots, celery, tomatoes. Good marketing! . . . and for the very best . . . check the ads in this newspaper. 7fh Grade Students To Attend Meeting All the sevcnlh grade stu dents who will attend Hod rick Junior- High school this year are asked to attend an orientation meeting in the school gym from 9:30 until 11 a.m. Friday, Sept. fi. During this time they will receive books, schedules and lockers, meet teachers, see classrooms, and have an op portunity to a.sk questions. Students new to Medford and who live in the llrdnck attendance area should attend the meeting, school officials said. As announced earlier, the students should register as soon as possible. However, this may be done before or after the orientation meeting if necessary; For students in the Lone Pine, Howard, West Side, and Wilson areas, the bus schedule will be that normally in op eration for the 8 a.m. sched ule at Hedrick Junior High school. However, for the one day of orientation, the sched ule will be operated one hour later than listed time.
