3 ? QUIET MEALS II (This ii lht second ia latin of nine article.) Despite all the hulltbtlloo about the new, atiffer expense account rules, you should have no trouble in deducting the cost of taking your business etc., to lunch, dinner, breakfast or cocktails, exactly as before. This is the so-called "quiet cially exempt from the new things are required to insure deduction of a quiet business meal. First, the person whose tab you pick up must have a business relationship to you which shows that you are enter taining him for business, not social, reasons. For instance, if you show that he is an actual or prospective customer or client, supplier, employee, agent, partner or professional ad visor, that -will do. Here are Treasury examples of business associates who may be entertained: A manufacturer of products can entertain his retailers. A salesman can buy lunch for a purchasing agent of a prospective customer. A life insurange agent can buy lunch for a client. A new hotel or theatrical production can wine or dine business representatives and civic leaders. Second, you must have your meal and drinks In a its xaurant, hotel 'dining room, eating club, cecktail lounge or similar place whera there ate ne noisy or distracting Influ ences such as a floor show. That's where tha "quiet" comas from in tha quiet business meal rule, and meat eating plaees will meat this test. Once you have this quiet business meal set up, you don't even have to discuss business at the meal in order to deduct the cost. ' Let me repeat, you can actually talk about anything other than business and still get your deduction. That's how liberal this rule is. Also, Internal Revenue Service Commissioner Caplin says that you can deduct the full cost of your own meal as well (except when the meals begin to add up to sub stantial amounts for yourself). One warning: The Treasury doesn't like the "reciprocal" meal game governed by the unwritten rule that two or more business associates take turns in picking up their daily lunch check so that their lunches are deductible all year long. This is considered an abuse of the quiet business meal rule which the Treasury will try to stop. If you do not go to a "quiet" eating place, you generally can't deduct the cost of the food and drink unless you have an actual business discussion immediately before or after the entertainment, as I will explain in the next column. This would be the case if you entertained your business guest with food and drink at a night club, sporting event, large cocktail party or sizable social gathering. Just remember this. If you and your guest aat at a quiat place, yeu gat a daductian even if yeu don't talk business. But if you aat at a noisy, distracting place, yeu g enerally gat a deduction only if you actually talk business immedi ately before or after tha antartainmant. Can you get a "quiet meal" deduction for a meal served to a customer or other business associate at your home? The answer to that is yes, but, and watch the buts. - First, you must make sure that it's as quiet as the restau rant would have been no entertainers, no dance bands, no huge gatherings, etc. Second, you must be ready to prove, if a Treasury agent should ask you, that you entertained your guest at home for business, not social, reasons. Two embarking on a system of private education. Among the rural counties participating in . the racial transition in schools, Charles City County, Va., is one that leaves many wondering whether it is worth all the trouble. Seams Almost Forgotten The little county seems al most to have been forgotten in the hurry of the modern civilization around it. It lies just 30 miles east of Rich mond and has a population of more than '4,000 Negroes with fewer than 1,000 white residents. The county has two Negro schools that put the one white school . to shame. Negroes have attended good schools simply because they got more money for education on the basis of a population head count. The white school, known simply as the Charles City School, has one wing for high school and one for elementary pupils. Last winter a window was broken in the third grade room and it never was repair ed. There wag money only to buy uniforms for eight of the 13 players on the football team. For two months the elementary school had no paste. The room where music and commercial math were taught wag heated through a severe winter with only a small electric heater. The Negro family of Rich ard Bowman has now applied for transfer from the com paratively palatial Negro school to the rundown white school. The six Bowman chil dren have been accepted for fall admission. Just for Principle "We are entering the chil- dren just for the principle involved," a member of the Bowman family said. . '' Next year the Bowmans plan to re-transfer their chil dren back to the Ruthville school for Negroes which has the latest equipment and mod ern lighting. The NAACP Is active in rural Charles City county. Its leader there ia a home-town boy, now 27, who drives 90 miles a day to a job at the naval weapons - station in Yorktown. "All we ask for is an equal opportunity to that if one of four people is equal to the task, he can have a job," said St0aBT. i. up!
