J. Novotny, manager of the Portland Veterans admin istration regional office. After Sept. 13, "RS" policy holders may still convert or exchange their policies, but they will no longer be eligi ble for the dividend payment. Only GI insurance policy holders with "RS" insurance that was issued servicemen of the Korean Conflict period are concerned in this pro gram, Novoty said. Gerald Guffey, 25, and Harold Cushman, 20, were ap prehended by state police late Sunday as they walked north along a highway about three miles from Grants. The two tore part of a plas ter ceiling from their cell be tween 11 p.m. Saturday and 6 a.m. Sunday. They wander ed through the rugged coun try around Grants most of Sunday and offered no resist ance when picked up. A citi zen had seen the two men and called police. The men were being return ed to Oregon from Baton Rouge, La., to face burglary charges.
