Dodd (D-Conn.) lays all evidence Indicates that Ghana under Premier Kwame Nkrumah "has be come the first Soviet satel lite in Africa." "It is the focal point for the subversion of Africa, just as Cuba is the focal point for the subversion of the Ameri cas, Dodd declared. His comments were printed as part of a 165 - page doc ument released by the Senate Internal Security subcommit tee dealing with the policies of the small African nation, known as the Gold Coast be fore its independence from Britain in 1957. The state department quick ly issued a statement in de fense of Ghana, apparently fearing that unsophisticated Ghanaians, not familiar with the various branches of U.S. government, would take the Dodd report as an expression of U.S. government policy. Said Not Supported "In our judgment," the state department said, "infor mation available does not sup port the suggestion that Gha na has become a Soviet satel lite. In international affairs, the government of Ghana fol lows a policy which it de scribes as one of positive neu tralism and in furtherance of this policy has established re lations with both Western and East bloc countries. Ghana has not aligned itself with either grouping." The state department said U.S. aid. to Ghana, most of which is in the form of loans to help build the Volta River Dam and an aluminum smelt er, is "tangible demonstration of our friendship for the Gha naian people." The subcommittee's hear ings actually were held Dec. 3 of last year in New York City, but the full transcript and Dodd's accompanying statement were not made pub lic until this month. Country Benaiits Dodd said Nkrumah, who calls himself "The Liberator," has consistently followed the Communist line, yet his coun try continues to benefit from generous U.S. aid, including S133 million last year for the huge Volta river project. "It is important," Dodd de clared, "that (the United States) learn bow to distin guish between such crypto Communist movements and genuine nationalists or reform movements. "If we cannot learn how to make this distinction, the blunder that lost Cuba to Com munism will be repeated in situation after situation." Although Nkrumah's re gime has been described as "African socialism," Dodd said all evidence "strongly suggests that Nkrumah's Ghana has become the first Soviet satellite in Africa, just as Cuba is the first Soviet sat ellite in the Americas." "Like Castro's Cuba," the Connecti-ut Democrat said, "it carries on a propaganda campaign that would tax the resources of a major country." "It trains natives of other countries in the arts of infil tration, sabotage, terror and guerrilla warfare. It exports arms by clandestine means to the opposition terrorist groups in other countries which it has fostered and today sup ports." Assitsination Linked Dodd linked the assassina tion of President Sylvanus Olimpio of the neighboring small nation of Togo with Nkrumah agents. He noted that immediately after the killing Jan. 13 of this year, Ghana extended support to Olimpio's "self-advertised as sassins." The subcommittee docu ment consisted largely of questioning of Dr. Kofi A. Busia, a Ghanaian exile and former political opponent of Nkrumah, and elaborate ex hibits designed to support the testimony. (UPI) Disposing of Hitler's Art Collection Is a Problem By UESELOTTE WE1N United Press International Munich, Germany - MPD -Adolf Hitler's artistic legacy Is the obiect of a "treasure hunt" in the chilly cellars of the former Nazi party's na tional headquarters. The heir to the treasure. - the West German government - is still undecided what to do with the 3,700 paintings, drawings, prints, sculptures and old books and coins which Hitler and his top aide, Her mann Goering, amassed for themselves and the glory of the Third Reich. Only Chancellor Konrad Adenauer has suggested a so lution. He proposed to exhibit the objects in Bonn, but mis has found little support from his ministers. Treasury Minister Werner Dollinacr. who is directly re sponsible for the art collec tion, said art experts conduct the "treasure hunt" to sep arate the valuable from the worthless. "We will probably make the valuable objects available to the public," he said. Dollingcr referred to near ly 800 paintings considered valuable by the treasury, in cluding works by Rembrandt, Raphael, Boticcl'll, Rubens, Ti tian, Wattcau and Cranach the elder. A treasury spokesman said the paintings might be ex hibited as a group in West German art galleries or be distributed as loans to muse ums. Some 200 less valuable paint ings are destined for "repre sentative purpoiei," the spokesman said and may wind up decorating embassies and government offices. What causes all the head aches for the art Inspectors, however, is a section of some 700 "blut und boden" (blood and soil) paintings by Nazi artists patronized by Hitler and Gorrlng. But the Nazi collections lie in racks, row upon row, next to other Third Reich remnants such as Hitler's 10-foot-long writing desk - which he nevor used. The cellar collection was transferred to the treasury Jan. 1 of this year by the ex piring Trustee Center for Ar tistic Property, itself a suc cessor organization of the Al lied Central Collection Agen cy, which was created in 1945 to round up and return works of art illegally confiscated by the Nazis. Jackie Kennedy To Be 34 Sunday Washington (UPD Mrs. Jacqueline Kennedy will cele brate her 34th birthday Sun day at Cape Cod with a fam ily party. Mrs. Kennedy's press sec retary, Pamela Turnure, said Wednesday the gathering would be "more for the chil dren" of the Kennedy clan and will be at the Cape Cod home the President has leased for the summer. Miss Turnure said the First Lady plans to spend about three more weeks at Cape Cod and will return to Wash ington about Aug. 19. She has set a date to go to Walter Reed Army Hospital to un dergo Cacsarean section for the birth of her third child but the White House is keep ing the date secret for the time being Miss Turnure said.
