OREGON ' ' " -' - -v - ' 7:ilm A. fx FREEWAY CONSTRUCTION - Work on Interstate 5 con struction project south of Ash land interchange to Wall creek in the Siskiyou moun tains is under way the entire 3.6 mile length. Clearing right of way is still being completed on the southern one-half mile. Peter Kiewit Sons' company crews, above, are removing material on the west side of Highway 99 at this point l'i miles south of Neil Creek. A shovel takes a five cubic yard bite to fill the dump trucks which trans port the fill material across the highway. At left, one of the larger blasts sends up plumes of smoke and dirt as a rocky point is broken up. Smaller blasts are set off nearly every day, construc tion officials said. (Knack sledt photos) . , :; Dr. Minear Reports on German Visit At State Board of Education Meeting How to train for citizenship under a republic is one of the major problems facing Ger man educators today. This is probably one of the big reasons why the West German Federal Republic re quested and financed the vis itation to Germany of Vr. Leon P. Minear, Oregon su perintendent of public instruc tion. Dr. Minear told mem bers of the state board of edu cation meeting in Salem. Dr. Minear and other edu cators from the United States spent four weeks in Germany, six days in Berlin. He contin ued to other European coun tries for the fifth week. Ar Far Advanced There is no question about it, Dr. Minear told the state board, the Germans are far advanced in languages. But in other subject fields, particu larly math, the Oregon super intendent believes, students in the United States are get ting a better education. Ger mans are trying to broaden their program to include so cial studies courses. In one of the schools visit ed, Dr. Minear reported, to il lustrate his point regarding languages, - the children switched quickly to English when told that the visitors did not understand German. Citizenship training seemed uppermost in the minds of the Germans. All the forms are there but the spirit is missing," Dr. Minear said. Germans have lived under monarchy and anarchy type of governments for the better part of 2.000 years. They want to know how to teach the younger generations to accept the responsibilities of leader ship offered by the democratic Federal Republic of West Ger- many. Not Easy Task This is not easy for the in structors, either, Dr. Minear noted. Some of them have had to change philosophies three times, encompassing four phil osophies, during , their life times. In attempts at free expres sion in discussion periods, the students just don t contribute, Dr. Minear said. The sympos ium is set up but the students are reluctant to volunteer opinions. The one problem Germany and the United Slates definite ly have in common in educa tion is reorganization, Dr. Minear found. The German Syria Keeping Security Wafch Damascus, Syria - (IIPD -Syrian authorities today lift ed an around-the-clock curfew for the first time since Thurs day's abortive revolt, but kept a close security watch around army headquarters and the Damascus radio station. The curfew was withdrawn for 11 hours during the day and army units and tanks were pulled out of the main centers, with the exception of the army headquarters and the nearby station. The capital's streets bustled with activity, but the atmos- "icre in me city still was icuse in me midst of a mas sive hunt for the leaders of the unsuccessful coup d'etat. An unspecified number of persons have been arrested and a large number held for investigation. At least 27 military and civilian figures have been cither shot or hanged after being found guilty of partic ipating in the abortive revolt by a special military court. Unconfirmed reports reach ing Beirut said up to 1.000 persons were injured or killed in street battles in fighting Thursduy. The reports said previous attempts to lift the 24-hour curfew fulled when shooting broke out each time. Cardinal Dies at Rome Residence Vatican City-(UPD - Valcrio Cardinal Valcrl, prefct of the Vatican's Sacred Congrega tion of the Religious, died to day at his residence in Rome, a Vatican official announced. He was 79. Cardinal Valcri was strick en several days ago with a serious throat infection. Pope Paul VI, informed im mediately of the cardinal's death, went lo his private chapel to pray. Valcri, a widely respected man, had been among the cardinals mentioned as a can didate to the papacy, both in the 1959 conclave that elected Pope John XXHI and in the conclave on June 21 that elected Pope Paul VI. Some are Catholic, some are Lutheran, and some non-denominational. This makes con solidation still more difficult. And it is resisted with as much or more tenacity than in some areas of Oregon, Minear learned. Mark of Status The abitur (high school di ploma) is a mark of status in Germany. "The whole society revolves around it," Minear said, and yet only 7 per cent of West Germany's children are graduated from high school and qualify for college training. Oregon's number is 70 per cent Germans are looking to Americans for an answer to why so few in their country are preparing for the profes sions such as doctors, lawyers and scientists. They have full employment and Dr. Minear ventured that this might be part of the an swer.
