I . V e tr' Renewal Project Refugee Victim Of 'Land Grab' (Ediior'i - note: Many American citiet are deeply a involved today in urban renewal and are reaping both its advantage! and its problems. Here i a report about Atlanta, where lix major projects are changing the property lines and the skyline of the "inner city.") By AL KUETTNER United Press International Atlanta - U1PII - Henry C. Goolsby is a refugee from an urban renewal project. Where his automotive sup ply firm once stood on corner property he had owned with a partner for years, a plush motel with a swimming pool and sun deck is now going up. Next door to Goolsby's old property, a 23-story high rise apartment is reaching for the sky. To reach his new place, Goolsby has to drive past his old place every morning. And every morning, he says, it's still difficult to keep from getting blazing mad. . "I have been the victim of a land grab," Goolsby said in an interview. When urban renewal hit At lanta a few years ago, Gools by was doing pretty well. His business had as neighbors a large number of small and often dilapidated shops and stores. Most of them were old, but that didn't hurt Goolsby's business. After months of dickering with urban renewal, with and without lawyers, Goolsby said he finally threw in the sponge and sold his property for $2.45 a square foot. After searching a year for another place, he said he had to pay S3 per foot to rebuild less suitable premises in a less suitable location. One of Many Like many other cities across the nation, Atlanta's in ner city is being vastly al tered by urban renewal. Six major projects are in the works. In two huge areas adjacent to a new expressway system, luxury motels and up per income apartments are re placing dilapidated housing, catfish diners and herb houses. In another project near the one that took Goolsby's prop erty, R. L. Colby operates a candv specialty firm. Much of the land around his building has been cleared but he is still holding on - and out. "We'll be glad to buy his place anytime he gets ready to sell," an urban renewal official said. That's what Colby is afraid of - that he will have to sell at urban renewal's price. He said the price he has been quoted so far "wouldn't pay to move and get relocated. Colby's problem has been complicated by health inspefr tors who directed him to make repairs to keep rodents and in sects out of his candy piani. He alleges this pressure came after urban renewal came. But, because he's in an urban renewal area, he is un able to obtain a city building permit to make the renova tions. Without a government health clearance, he can no loncer sell in interstate com merce and has been reduced to door-to-door sales in town The Good Points On the other side of the ledger is the massive cleanup of ancient dwellings, many without inside plumbing, and an overnight windfall in tax revenue. It is estimated that city and state tax revenues on the re developed sites will be five times greater than before. As the projects roll on, critics are asking whether the end product justifies the means whereby owners of private business property are forced to sell. "I thought urban renewal was designed to clear out slums, not to confiscate prop erty from private individuals under the guise of eminent do main," an Atlanta city official said. Urban renewal projects now take up 1,335 acres here and have uprooted about 16,000 persons, a majority of them Negroes. They are being re located in new housing (about $75 per month for a $10,000 three-bedroom home over a 40-year period) or in existing housing. PATTERSON PLUMBING I HEATING CO. At lanta urban renewal director, points out that only 291 out of 3,799 displaced families went into public housing, where monthly rental pay ments are only $30. He said this indicated the ability and interest of displaced persons to acquire their own homes in the so-called "221 housing programs." Urban renewal inspectors keep a close eye on new fed erally - backed housing and existing housing that is being fixed up under a renovation section of the slum clearance program. Occupants are re quired to keep their places tidy and are warned about such eyesores as old cars, un sightly trash and outbuildings. Jones would like to see violators of the housing code handled like traffic offenders. He also advocates required cleanliness clinics in lieu of some fines. Jones feels the overall re sults of the program far over shadow the complaints. He insists that property owners inside an urban renewal area can sell to other private in terests if they don't want to sell to the project. He said owners usually have notice long in advance of the need for property by urban re newal demolition teams. Expanded Program Urban renewal is a federal aid program that started as a means of clearing slums where people live and recov ering the land for more tax productive use. The program lately has gone heavily into rejuvenation of business prop erty as well as residential areas. That's where most of the criticism comes here. The 2.19 acres of the block where Goolsby was sold for $200,000. It formerly brought in $2,000 a year in city taxes but is now producing $40,000. When property is desig nated for urban renewal, everything in the area is cith er bought voluntarily by the local Housing Authority, act ing as urban renewal agent, or it is condemnedond bought for an appraised price. All the land is then cleared and the real estate is re-sold on a bid basis to private in terests. They can build any type structure approved for the area. Jones said each of the projects would include one or more parks and schools, space for churches, neighbor. hood type service stores and public facilities. Stability of X15 Scheduled for Test Edwards AFB, Calif. -IUPD The natural stability of the X15 rocket ship was sched ulcd to undergo a major test today when Air Force Maj. Bob Rushworth shuts off all its automatic controls at 3,000 miles an hour. The flight preceded by one day the anticipated attempt Thursday of chief space agen cy pilot Joe Walker to shoot the X15 to another new world aircraft altitude record of 315,000 feet - about 60 miles high. The existing record is 59.6, set last year in an X15 by Air Force Maj. Bob White. Rushworth today was to at tempt to find out how much yawing or side to side motion resulted without the control systems. His plan was to switch off the stability equip ment for several minutes at an altitude of 112,000 feet-about 21 miles high. There were other similar tests, but none matching the length of today's effort. Testimony Sought On Civil Rights Washington -JUPIi- Congress men called the nation's top labor chief and senators call ed leaders of American ath letics today to testify on Presi dent Kennedy's civil rights program. , AFL-CIO President George Meany went before the House Judiciary Committee to plead for an end to job discrimina tion against Negroes. The Senate Commerce Com mittee, debating a bill to de segregate privately owned public facilities, heard base ball Commissioner Ford Frick and football Commissioners Pete Rozelle of the National League and Joe Foss of the American League. Sen, Sam J. Ervin Jr. (D NO and other members of the Senate Judiciary Commit tee were speaking out on the President's omnibus civil rights bill.
