Okla.. schoolboy who died in the icy waters of Gov ernment Springs lake last January was saving the life of his best friend, has been posthumously awarded a Carnegie Hero Fund Commission bronze medal. Witnesses said Owens drowned in four feet of water while holding his companion's head above water. The swimming pool located on a hill above the lake has been named the Robert Lee Owens Me morial pool. The award provides $750 In death benefits for Robert's mother, Mrs. Geneva M. Owens. The youngster whose life he saved Is Julius Lennox Franklin, 7, of Enid. Weight Fear Keeps Many Young Girls Poorly Nourished Washington - IUPII - An Ar rlcultude department nutri tionist says the fear of being overweight Is keeping many teen -ago girls from eating adequate diets. "Whether they me fat or not, most teen-age girls are afraid they are or might be," said Dr. Evelyn Spindlcr. "That is one reason why a good many of them are not eating adequately." Dr. Spindlcr, who works In the department s Federal Ex tension Service, said there are other reasons why some teen age girls are poorly nourished Not Enough Milk "They skip breakfast," she aid, "they eat poor snacks (one-fourth of a day's CHlorles may come from snacks), and the drink no milk - or not enough." Dr. Spindlcr said the prob lem ii to crane the fear of being overweight from the teen-age mind by showtnk the girls how they can have normal weight and still cat good, nutritious meals. She said it is important that youngsters understand how a good diet contributes to cor rect weight as well as shiny hair, clear skin, and good posture. Dr. Spindlcr said tccivaue girls are going to do what their friends do - snack, par ty, and even skip a meal from time to time. 'Empty Calories' "This need not be especial ly bad," she said, "if the youngster does it sensibly. She can snack on nourishing foods as well as on 'empty calories.' " Dr. Splndier's com mcnts were mado in the wake of a cooperative study of the diets of 274 teen-agers In three Ida ho communities which show ed that 30 per cent of the youngsters did not eat enough proper foods. The study by the Idaho Ag riculture Experiment Station, , the Agricu Itural Research Service, and the Idaho De partmenl of Public Health In cluded the seven day diet records of 130 girls and 124 boys. The record showed that the youngsters who did not eat tho proper foods were eating less than half the recommend ed allowances of one or more nutrients. Oregon Supreme Court Decisions Salem-ll'Pli-Assessing a one cent per acre forest fire pro tection tax is a legal exercise of the state's police power, the Oregon Supreme Court ruled Wednesday. The decision came as the high court reversed a ruling of the Grant county Circuit Court of Judge E. H. Howell, which voided the assessment on the grounds the tax had been levied on realty not as sessed on true cash value as required by the constitution. The high court said "The constitutional provision re quiring uniformity of taxation does not restrict the state in its exercise of the police pow er as distinguished from the taxing power, because the primary purpose of the money exaction is not to raise rev enue but to directly promote the public welfare. . "The one cent per acre levy was solely for fire protection and suppression." The high court said "If the state is required to execise its police power because certain properties present a special threat to the safety of the state, those lands can be charged for the costs of this exercise of the police power. The lands against which the kMimnl ua lmrtncst In this case are those constitut ing a fire hazard and so pre sent a special threat."
