Japan Determined To Rewrite Pacific Fisheries Treaty Washington - (IT! - Japan Tuesday stuck by its insist ence on rewriting a 10-year-old North Pacific fisheries conservation pact, despite Ca nadian and U.S. opposition to Japan's proposal (or a substi tute. The chief Issue was Japan's opposition to continuing the "abstention principle" under which Japan does not fish for certain species in areas of the eastern North Pacific Ocean so long as U.S. and Canadian fishermen are tak ing the maximum allowable catch. It was understood the con ference would have to wind up - or at least recess - at the end of this week because several of the negotiators have commitments elsewhere. Dr. A. W. H. Needier, Ca nadian deputy fisheries min ister and chairman of the Ca nadian delegation, proposed at Tuesday's session that the problem of intermingling of species be solved by Japa nese abstention from ground fishing operations where hali but constitute a substantial portion of the catch. Needier also said that all halibut netted in operations seeking other species should be tossed back into the sea, according to a joint commu nique.
