Steels were mixed. Chrys ler moved ahead nearly point in a firm motors sec tion and Virginia Carolina Chemical continued to meet demand in its group. International oils were nar rowly mixed. Philip Morris jumped close to 2 points in a generally firm tobaccos group. Electronics showed several good gains including IBM up 1 and Naveg and Texas Instruments up around 1 apiece. Colgate jumped nearly a point on news the directors had approved a 5 for 4 stock split and voted an extra divi dend. The award is made for the newspaper making the most outstanding contributions in promoting Improvement proj ects in its community. All three campaigns dealt with the need for improved lewer systems. SOUTH AFRICAN SHOUTED DOWN BY DELEGATES Geneva-Wl'll-A South African delegate was shouted down at the 47th International Labor Organisation conference Wednesday by angry African and Asian delegations. The Africans and Asians, who seek South Africa's ouster from the organisation because of its racial policies, threat ened to walk out when South African Delegate William Findley took the rostrum. Heckling caused adjournment oi the meeting, and Findley was unable to speak. TSHOMBE SWINDLERS BEGIN SENTENCES Brussels, Belglum-lliril-Two Belgians began prison sen tences today for swindling Katanga President Moise Tshombe out of $95,000 by forging his name. The Brussels correctional court also ordered them to pay 123,000 compensation to Tshombe. Prime Minister Again in Cabinet Crisis Meeting Londoh - (UPH - Prime Min ister Harold Macmillan fought for his political life at a cris is meeting of his cabinet for the second time in two days today and political observers said the next 24 hours might determine the fate of his gov ernment. The 69-ycar-old Conserva tive party leader made it clear to his ministers includ ing three or four reported to be considering resigning -that no matter what they did he would seek to lead his re gime through the crisis caused by the Profumo sex scandal, i 'No Comments' Cabinet members filed grimly out of the meetings, most of them returning curt no comments to questions. Hilton Heard As Delegation Requests Funds Washington-Oregon's Con gressional dele gation has urged House and Senate ap propriations subcommittees to approve about $6 million more for Oregon water proj ects in the next fiscal year than President Kennedy has budgeted. Ben Hilton, Grants Pass, president of the Rogue River Flood Control and Water Re sources association, also testi fied in support of several projects in southern Oregon. Sen. Wayne Morse (D-Ore.) presented the requests to a Senate committee, headed by Sen. Allen J. Ellender (D-La.) for himself and Sen. Maurine Neuberger and Representa tives Edith Green, Al Ullman and Robert B. Duncan, Demo crats. The group suggested that the committee approve- $61 million to continue construc tion of the John Day lock and dam in the year to start July 1, compared with the budget recommendation of $37 million. Other projects where the group asked above budget amounts include: Planning: Lower Columbia River, S c a p poose drainage district, $10,000 (nothing if) budget); Willamette river basin, Shelton Ditch $10,000 (nothing) and Bear creek $26, 000 (nothing); Lost Creek res ervoir $230,000 ($100,000 in budget); Elk Creek reservoir $150,000 (nothing); Applegate reservoir $150,000 (nothing); Cascadia reservoir $150,000 (nothing); Columbia Slough $19,000 (nothing); Coos and Mlllicoma rivers $545,000 (nothing); Siuslaw river and bar $21,000 (nothing); Wil lamette river above Portland $46,000 (nothing); Willamette river at Willamette Falls $85,000 (nothing). Hatfield's Requests Thomas J. Murray, repre senting Gov. Mark O. Hat field of Oregon, said the gov ernor asked the committee to approve budget recommenda tions for Oregon and also the addition of funds which Army Engineers would be able to use during the year. Jennings is chairman of the Greater Jackson County Fair Development committee. He outlined the goals the com mittee is seeking to achieve "Our ultimate aim is a large and worthwhile county fair," he said. The committee feels that if non fair type develop ment continues at the present fairgrounds, the grounds them selves should be moved, he added. A large area should be ac quired in the center of the county, Jennings said, urging that purchase of land be made soon before prices of land climb higher. The committee is desirous of getting all organizations concerned with taking part in a fir together with the county court for a meeting in order to develop a master plan, he said. California Senate Republicans Split On Budget; Approval Seen Sacramento-flJPt-Democrat- ic leaders, encouraged by a last-minute Republican split, predicted confidently today the GOP would fail to delay passage of Gov. Edmund G. Brown's budget. The spending program, trimmed by $43.8 million, cleared the Senate late Wednesday, 27-10. Two Republicans, Sens. Howard Way of Exeter and Donald Grunsky of Watson ville, voted with 25 Demo crats to send the $3,207,019, 000 spending program to the assembly. As usual, the assembly, which passed a larger version of the budget earlier in the week, was expected to refuse to accept the senate measuru. This will force the budget bill Into a free conference committee of three assembly men and three senators.
