True, many Europeans frown on lotteries, national pools or gambling of any n 1 1 o n a 1 1 y sanctioned form. Many churchmen, for exam ple, would agree with Senate Republican Leader Everett Dlrksen (R-Ill.), who said he thought lotteries had "a cor rosive effect on the morals of people." Europe seems to have found the answer to keeping cheat ing and graft out of the lot tery systems themselves. And there is not a country in west ern Europe that doesn't have some kind of legal gambling and a number of the national lotteries have been in exist ence in varying forms for centuries. Yet scandal is rare. Goth countries keep control of the lotteries in the hands of their finance ministries, which also are the benefici aries of the taxes that derive from them. In France, the "Loterie Na- tionalc" is run by a special department of the finance ministry and the government claims its safeguards are fool proof. "There is no more the likelihood of graft or corrup tion on political levels. ' spokesman for the "Loterie" said, "than there would be, say, in the issuance of postage stamps. The draw is foolproof, made by machine in front of a large public audience. The tickets are made and distributed under government supervision and sold to the public by licensed vendors who usually are wounded vet erans, blind people, and the like. Each ticket carries the number which counis in the draw, a group number, and a sequence number. It carries 8 stamp printed in special met al-threaded and watermarked paper with numbers in mag netic ink. Charities Benefit It is claimed the numbers can neither be forged nor al tered without detection by the machines through which each ticket must pass before winning numbers are picked. Each ticket also ca Ties a spe cial code number, ,s does each book of tickets, and other markings known only to oper ators of the lottery. Charities benefit from the lottery income but the big winner is the French govern ment which in 1962 took in taxes S45 million of the gross intake of $140 million. The lottery system in Italy works much the same way, with government control of the tickets and their distribu tion, with special paper con taining threads and markings produced by slate printing plants that also make stamps and banknotes. The draws are public, often by blindfolded children. The official govern m e n t "take" in Italy is not reported but last year the state lottery was estimated to have grossed $80 million of which the gov ernment took 43-45 oer cent or roughly $35 million. In Italy there is an enter prising sideline to the lotteries the sale of "dream books." These books list and inter pret dreams for the lottery player. One example: "If you dream of a dead man who speaks to you play Number 47." BACKSEAT DRIVER How many times have you been "bawled" out for meek ly offering suggestions to the driver of an automobile and called by that most scurrilous of all phrases, "backseat driv er?" The next time that hap pens, you can assume a su perior attitude and just get the folks told off by advising them that you are within your rights and the law in sists that you act in this man ner. Must Insist Suppose you are a guest passenger in an automoblie, and in the law this means in a very liberal sense that you are invited to ride, and the driver starts "acting up," speeding, cutting capers or performing in some other manner that you believe is dangerous to your safety as a passenger. In order to protect your rights, you immediately must insist that he cease and desist. The law reads that if you sit by and permit the driver to operate the car in a negli gent manner without attempt ing to persuade him to quit by protest or other warning, you may be negligent your self In failing to make rea sonable precautions for your own protection and for the protection of the public. It is your duty to remons trate with the driver, and in extreme cases, you must leave the vehicle at the first avail able opportunity or even in terfere with the driver where such a step is necessary in the exercise of reasonable care. If you know the driver is intoxicated, you must take all reasonable measures to stop the car or leave the ve hicle, or be guilty of contribu tory negligence.. Your duty as a guest and a backseat driver by no means stops here, however. In soma instances you are even charg. ed with the duty of watch, ing out for danger so that you can in turn warn tha driver in time to avoid ac cidents. So you can be a backseat driver, but don't overdo tho privilege. Your constant squawking in itself could bo so jarring to the nerves as to constitute a hazard in driv ing.
