Opp onents of Northwest Power Preference Delaying Action Washington - fl'PI) - House opponents of a Senate bill giv ing the Pacific Northwest pref erence of power produced from Columbia river dams ap peared act today to employ delaying tactics in an effort to kill the measure. Rep. Craig Hosr..cr (R Calif.), for example, succeed ed Wednesday in delaying completion by the House rec lamation subcommittee on the administration bill which would pave the way for con struction of transmission lines to carry power from the Pa cific Northwest to Los Angeles. He failed, however, in an effort to turn the hearing into a wide-range probe of Interior Secretary Stewart L. Udall's power policies. An effort by Hosmer to question Udall on nuclear power plants was thwarted by objections from Rep. Jack Wcstland (R-Wash.), one of the sponsors of the bill to guarantee the Pacific North west first call on power gen erated at federal dams in the area. Glenn Visions Man On First Moon Trip Tokyo -WD Marine LI. Col. John H. Glenn Jr. predicted today that the first U.S. space' ship to reach the moon will carry men rather than ex I pcrimcntal animals or auto. I matic machinery. America's first man In or bit told the Foreign Corres pondents' Club that the flights made so far by U.S. spacemen proved that man can operate safely without overmuch au tomatic protection. "The main thing we learned from Project Mercury is that we don't need all those auto matic systems . , ." He said. "Man is capable of operating in space. He suffers no vertigo, no unconsciousness, no body deficiencies that we know of. "We will not have a com pletely automated trip to the moon before man goes. Man will go as an integrated part of the vehicle on the very first trip." while the House was In ses sion, but Hosmer and Rep. John P. Saylor (R-Pa.) indi cated tiiey would object. Hosmer repeated charges that Udall was seeking to gain control of the entire national power network. After Hosmer had question er! Udall, Rep. Harold T. It returned to the House for concurrence in Senate amend ments. Oregon participates In the federal Kerr-Mills program of grants to the states for hos pital and nursing home care for persons over 65 with lim ited incomes. Participation in the program during its first two years was slow. The new bill relaxes eligi bility requirements and brings welfare nursing home care under the program In order to win additional federal money. Two men were injured slightly about 1:21 o'clock this morning when the car in which they were riding struck a parked vehicle at 1225 North Riverside, according to Med ford city police. Hurt were Marvin Allen Hansen, 21, Central Point, the driver, and Herman Kirt LeFlore, 26. of Table Rock rd., a passenger. LeFlore was treated as an out-patient at Rogue Valley hospital for head lacerations. Hansen told officers he would consult his private doctor. In one of two non-injury accidents Wednesday, Cena Lavine Kinney, 4R, of 211 North Berkeley Way, was cited for violation of basic rule, after the car she was operating collided with a ve hicle operated by Peggy Joyce Nations, 33, of 1213 West Ninth St., about 3:08 p.m. on Eighth st. between Holly and Grape sts. Police also reported that! Udall tell how much a federal member be limited to 15 minutes. Hosmer demanded a vote, contending that he should be allowed to continue because it dealt with "the future of American power and who's going to control it." After losing on a 7-4 vote, Hosmer protested that a quorum was not present. Rogers, who had not voted, rejected the protest because the required 12 members were present. Rep. James A. Haley (D Fla.) at one point threatened to turn the hearing into a table pounding shouting match when he demanded that vehicles operated by Edna May Jones, 70, of 918 Maple Park dr., and Gary Byron Shrode, 28, of 127 Almond st., collided about 9:45 a.m. at Eighth and Orange sts. No citations were issued, officers said. ill ''mrn .... JJJJJ'JJJjj ; intertie would cost. "You don't seem to have any regard for coming here to tell the truth," he shouted when Udall replied that he would testify on the cost figures before the Appropria tions Committee. Udall insisted repeatedly that the Interior Department already had authority under existing law to build the 1,000 -mile intertie. But he Portland's Revenue Share May Increase Salem - lUPD - In eight years Portland should be getting the same share of motor ve hicle revenues that other cities now get. A city's share is based on its population. Portland cur rently gets 70 per cent of what other cities get. A bill to raise its share to 100 per cent by 1971 was signed into law Wednesday by the governor. Noon Edition MEDFORD, Page 2A Tribune MEDFORD, OREGON, THURSDAY, MAY 30, 1963 said the bill before the com mittee was intended to meet "legitimate objections" in the Pacific Northwest by giving the area first call on electric ity generated at federal dams in the area. Udall said he believed the first of several proposed inter connections should be built by the federal government, but insisted trial a $24 million budget request also would make it possible to negotiate with private power companies for construction of other inter-ties.
