It was the first time one nation had placed two teams on the summit in a single day Unsoeld said Bishop and Jerstad risked their lives by waiting for him and Hornbein. They retreated two hours down the mountain and stop, ped in the snow as dark fell, Sought Next Camp Unsoeld and Hornbcin, hav ing reached the summit, start ed down in total darkness searching for Camp Six, the highest support, camp on the South Col route, at the 27,450 foot level. "We were yelling for Ding- man who was In support at Camp Six," Unsoeld said, re ferring to Dr. David L. Ding- man, 26, a physician from Bal timore, Mr,. He said they finally heard the voices and called for a light but there was none. The voices were those of Jerstad and Bishop and they had no flashlight. The four of them started down for Camp Six together but soon decided they could not make it. The budget was on the Ways and Means Committee agenda for final action, but the decision was postponed when the committee recessed so members could attend an other meeting. The higher education budg et was the last big one still in the committee. It has been the most-studied, and most- talked-about, of the session The $77.3 million represents general fund, or 'taxpayers' money that will be used to op erate the state's colleges and universities in the 1963-65 bi- ennium. Gov. Mark Hatfield had asked $81.6 million. Total $134.1 Million It fits into an overall high er education operating bucig et of $134.1 million, with most of the rest coming from the tuition fees paid by stu dents and from federal grants. The governor had proposed million. The $77.3 million was bas ed on the assumption that Ways and Means would agree to move tuberculosis patients from the system's University hospital at Portland to the State TB hospital at Salem, saving some $600,000. The cuts In the higher edu cation budget made by the Ways and Means Education subcommittee reflect two ma jor decisions: -(1) The group decided that there should be fewer new teachers. Instead of allowing for one teacher per 16.1 stu dents, it decided one teacher per 17 students would be enough. -(2) It decided there should be fewer new students, and these should pay more, partic ularly the students from other states. Under pressure from the legislative committee, the Board of Higher Education raised fees. Because of antici pated fewer students, how ever, the net fee income Is ex-' pected to be about $20.9 mil lion instead of $21.1. The group increased scholarships to help the students hardest hit by the fee Increase. And, it made a further reduction in new teachers in anticipa tion of a slowdown In the en rollment increase. Breadkdown Given The budget breaks down this way: -59.6 million for operation of the institutions, including teachers, and including edu cational television and gen eral extension. $5.9 million for the Medi cal School teaching hospitals and clinics. -1.5 million for the crippled children s division. $10 million for agricultural and forest research. Education takes care of the biggest part of the estimated $404-$405 million general fund budget for the next two years. The committee already had approved some $164 mil lion in general funds for schools, community colleges, special classes and some col lege buildings. Beneficial Finance lost 14 in the finance shares while Kaiser and American Smelting both moved trac tions higher. Sugar shares again came under selling pressure and most in the group lost around a point or more. Rivtnld 779-1474 Salem -IPU- House Speaker Clarence Barton today termed the tentative agreement by tax conferees "a reasonable compromise," but Senate President Ben Musa asked "I wonder if it can get enough votes to pass the Senate." The comments came before F. F. Montgomery (R-Eugcnc), House minority leader, an nounced whether he would sign the compromise reached Saturday afternoon by the Senate -House tax conference committee. Musa warned the proposed compromise faced a possible referral because of the elim ination of federal income tax deductions, and because of the net receipts tax feature. He added he felt the pro posed 4-cent a pack cigarette tax also would be referred. Musa said he did not think the S3 million kickback to cities would stop referral. The Senate president said he would support a 3-cent a pack cigarette tax, and that he did not feel that would be referred. Musa. obviously not pleased by the compromise plan, said he had not polled senators on how they would receive It. He said he had suggested an alternate compromise "in case of a donneybrook." The alternate would include a 16 per cent "temporary edu cational tax" on top of the present rate schedule, a $5-10 minimum filing fee, a 1 per cent increase in corporate ex cise taxes for the next two years, and possible use of the one-shot withholding tax speedup to raise the $60 million needed to finance a $405 million general fund budget. Musa said an extra $35 mil lion was needed to finance ex panded educational programs, and that this could be raised by the "temporary education tax" patterned after the "temporary defense tax" used by the federal government at the start of World War II.
