A change ol zone clearing the way ior development ol a 30-acre tourist motel complex in an area adjacent to the Biddle rd. trceway inter change was approved by the Medford city council Thurs day night. The matter had been de ferred irom the previous council meeting so the request could be discussed at a joint meeting of the council and the city planning commission. The vote was unanimous, though Councilman Robert Baccus qualified his vote by express ing concern over the amount of iand that was being rezoned commercial in the vicinity of the interchange. Attorney Manville Heisel had told the council at the previous meeting that develop ers of the property planned to erect a minimum of 120 motel units, install complete tourist service facilities, including a pitch-and-putt golf course. A service station is also planned for a portion of the property. Developing Project A spokesman tor T. J. Hight Inc., realtors developing the project, said Friday that plans for the motel complex were started more than two years ago, but that it may take sev eral more months, now that the zone change has been ap proved, before definite an nouncements can be made: In other action, the council voted to: -Defer action on a transfer of ownership of Aviation Service company, and a lease agreement for Aero-Ag Inc. on the T. A. Poppy Sale Slated By VFW in Medford The Veterans of Foreign Wars post and auxiliary will hold their annual poppy sale on Medford streets Friday and Saturday, May 24 and 25, the Crater Lake post has an nounced. "Small deeds and small con tributions are imp o r t a n t," Commander Frank L. Otiey said. The poppy sales provide funds for small gifts for hos pitalized veterans and vari ous visitor services, it was ex plained. "It is heart-warming to know that one penny from the sale of each Buddy poppy goes for the support of the VFW home for orphans of vet erans at Eaton Rapids, Mich. All councilmen were pres ent at the lVfe-hour meeting except R. L. Van Sickle. May or James Dunlevy presided over the session. The next reg ularly scheduled meeting of the council is June 6. New Building at Big Y Holds Its Grand Opening The building at the Big Y Shopping center on Table Rock rd. which burned Dec. 30 has been rebuilt and held its grand opening Friday and Saturday, M. O. Bessonette is owner of the building. He said the one-story mod ern structure has been con structed for possible future additions to the east and north, extending it to Crater Lake highway. Bessonette explained that the new structure is slightly smaller than the old building to provide for a major street to the south which will even tually be one of the entrances to the shopping center com plex. The new structure is of lo cally made light weight ma sonry blocks and is fully in sulated, air conditioned and has a sprinkler system. The outside trim is of yellow and tangerine colored baked enamel asbestos board. Three of the four former businesses now occupy the structure - Big Y Barber shop, Big Y Beauty shop, and the Big Y Laundromat. j One major change is that the barber shop and beauty ' shop are on the south end of the building with the beauty shop's entrance on the side of the structure. The Laundro mat occupies the remainder of the building, nearly twice its former size. Owners of the businesses are Mrs. Elva Penwell, beauty i shop; Mr. and Mrs. Raymond N i e h a u s, Laundromat, and Frank Boone, barb-- shop. The Laundromat provides 24-hour coin operated laundry service, coin operated dry cleaning service until 0 p.m. and the service store, for pep sons leaving laundry for later pickup, from 7 a.m. to 6 p.m. PLAN APPROVED Salem -IUPIi- A $12 million "one shot" revenue plan to speed collections of withhold ing taxes was approved 21-8 by the Oregon senate rriaay Resolutions Clear Way for Creation of Parking District Three resolutions clearing the way for creation of a downtown parking assessment district were passed unani mously by the Medford city council Thursday night. The resolutions, in essence, signify1 the intention of the council to create a parking district, designate the boun daries of the district, estab lish methods of assessment and set June 6 as the date for a public hearing on the mat ter. Petitions were filed in the city manager's office on May 10 with signatures of the own ers of property in the pro posed parking district repre senting S3.2 per cent of the total area involved, 64.1 per cent of the county assessor's true market value, and 62.7 per cent of the number of property owners. City administration plans with respect to the proposed rjarkins district call for 1. Acquisition of the Fed eral building property at Sixth st. and Riverside ave. at the U. S. appraised price of $42,500. 2. Leasing the Will and Margaret Hanson property at Sixth st. and Bartlctt st. for a period of 10 years at the rate of $600 per month for the first five years and $733 per month for the next five, plus taxes. 3. Leasing the H. J. and Berna E. Field property adja cent to the Hanson property at $250 per month, plus taxes. Assessing Properties 4. Assessing to the benefit ing properties the cost of the Federal building, demolition of buildings on all three prop erties, paving and driveway construction, miscellane o u s work including painting, con struction of a small office building, and 1963 taxes. 5. Operation of the lots to be contracted by lease, pro viding for the leases to re ceive all revenues for which he is to pay all costs, includ ing taxes and property leases for the Hanson and Fields properties. Improvement Costs Total capital improvement costs for the Federal building property have been estimated at $54,000, and about $66,000 for the Hanson and Field building properly. Estimated annual revenue, at current Park and Shop rates, amount to about $17,000 for the prop erties. Boundaries of the proposed parking assessment district run along Riverside ave. from Fifth st. to Eighth st.; down Eighth st. to tile Southern Pa cific railroad tracks; along the tracks to Sixth St.; on Front st. to Fifth St.; and from Fifth st. to Riverside ave. (Knackstedt photo) Miller Discusses Civil Defense County Judge Earl M. Miller said Friday he had discussed the present form of the Civil Defense appropria tion House Bill 2020 with Gov. Hatfield by telephone. The bill which is now be fore the appropriations com mittee still specifies a three man state Civil Defense staff and "some $53,000," Miller explained to Maj. Gen. J. H. Hicks, Jackson County Civil Defense Coordinator. Miller said Friday that sev eral Oregon counties are op posed to the bill In its present form. Steuart Pittman, under secretary of defense for Civil Defense, Washington, D.C., told Senate President Ben Musa that a three-man staff could not handle responsibili ties outlined by the federal Visitation Slated At Howard School All next year's first graders and parents have been invited to visit Howard school Tues day, May 21, from 1:30 to 2:30 p.m. Parents and children will meet in the multi-purpose room. This year's first graders will be hosts to the begin ners, and parents will meet with various school officials. " ' Hicks has sent a memoran dum to the county court point ing out that if federal support for state Civil Defense is cut off "no further help can be expected for the community shelter program." "If a nuclear crisis were to arise, how difficult it would be to explain that Ore gon was the only state in the union that had not partici pated in the federal commu nity shelter program," Hicks wrote. He asked the county court to place itself on record with the state senators from this county.
