Capitol Memo D 5 Senate Committee Study of Tax Bill Claimed To Be Sham The body of American na val hero John Paul Jones is enshrined at the U. S. Naval academy at Annapolis, Md, By ZAN STARK Salem UPD Today, the 116th day of the legislative session, the' Senate tax com mittee is still going through the motions of " considering" the House-ap-proved in come tax bill. It's a sham. The Senate tax committee members know full well what the Stark I -and what's more important they know they aren t going to buy the House version. That's why Gov. Mark Hat field, at his Monday after noon press conference, warn ed of the dangers of a "con ference committee" to iron out differences. The House has sent its bill to the Senate. The Senate will make amendments that un doubtedly will not win ap proval in the House. Then House Speaker Clar ence Barton, and Senate Pres- House pro-1 irtent Een Musa will appoint Tram includes ! a "conference committee" which will meet until it readies some kind of compro mise. Reiulit Won't Satisfy Because of the nature of such last minute give-and-take sessions, the results will not satisfy anyone. That's why Hatfield termed the process "the poorest way to draft a tax program." Hatfield also termed con ference committees "a horri ble legislative procedure.' field was speaking to the pub lie. Hatfield suggested that Sen ate Tax Committee Chairman Boyd Overhulse (D-Madras) should Invite the House tax committee to meetings to Iron out differences as a way to avoid a conference commit tee. The governor knows the Senate bristles at such sug gestions. The Senate tax committee is Just as Jealous of its role He wasn't addressini his re-! as is the House tax committee marks at the members of the And the legislature is no Senate tax committee. Each of the three forces firmly believes it is right Net Receipts Plan Wanted Hatfield wanted tax reform built around a net receipts plan. The House adopted a modi fied net receipts plan. The Senate doesn't like the net receipts proposal, and both the House and the gov ernor know it. There appears a growing feeling on the Senate side that a sales tax is-the answer. Some polls have shown grow ing public support for a sales tax. The House opposes a sales tax. c ....... i . I ..ic oL-uaic niiows ine oi any tax program rests with the people. With a sales tax you pay pennies ev ery day. Sales tax proponents say the sales tax is "painless," and that people don't realize how much money they are paying. No political realist can over look this appealing feature of a sales tux. There'll be no sweeping ' "tax reform" this session. There will be a patchwork ad justment of rates. But two years from now tax reform may be achieved. It may wear the cloak of a sales tax. 80 Hours Required To Hand Make Flute North Reading, Mass.-IUPll-Reginald Aitkins' unusual line ; is flute-maker.
