Brown, expressing concern over the "desperate need for decent shelter" for thousands of Californians, to day sent the legislature a four point program on housing. He said 5 million new homes and apartments would be needed in the state during the next 18 years to take care of 13 million new citizens. The governor asked for: -Creation of a state depart ment of housing and commun ity development to promote, develop and coordinate pro grams which will expand the supply of decent housing available to ail Californians -Transfer the division of housing standards from the department ol industrial wel fare to the department of housing and community de velopment. -Authority for the housing development department to make long-term loans to help local governments finance their shares of federal re-dc-velopment projects. -Creation of a citizens ad visory commission on housing to assist the department in re search and in promotion of general public interest in Cal ifornia's housing situation. Brown's eight-page message to the senate and assembly said that the promise of a bet ter life for millions of Amer icans had made California the nation's leading state.
