WEDNESDAY, APRIL 3. 1963 10 A Board of Realtors Warns of Fraudulent Land Sales by Mail MEDFORD MAIL TRIBUNE. MEDFORD, OREGON The Medford Board of Realtors, concerned with mounting federal evi d e n c e that the number of cases of fraudulent sale of land by mail has "snowballed," has issued a warning through the president, Donald B. Whalin. Whalin recommended that any person contacted in this manner inspect the property or employ independent real estate counsel to analyze the values before signing any aErecmcnt The National Association of Real Estate Boards, of which the Medford Board of Real tors and Whalin are members, was one of the first to express concern about the number of offers by mail, newspapers, television, or radio to sell and to persons who rely upon the representations made without actually viewing the property. Cub Scout News Pack 6 Pack 8 of the Washington school met in the gymnasium with 111 members answering roll call on march 26. The Cubbie attendance award was presented to Den 1, den mom er. Mrs. H. E. Bittlc. The Wcbelos Den presented the flag and colors for the evening. Donald Stafford, Webclos leader, opened the meeting and welcomed the cubs and their parent to the pack ses sion. He Introduced the fol lowing new committeemen: Ralph Matthews, institutional representative; William Hatzi, treasurer; Gordon Morris, sec retary, and Bruce Braaten, award chairman. Everett Ballard, the new cubmaster, who conducted the meeting, praised the den mothers, cub committee, den chiefs and the Washington PTA for the cooperative work done. Den 10, under the guidance of Mrs. Dwaine Smith, pre sented a skit, "An Armchair Tour of the USA." The following awards were presented by the cubmaster: Lloyd Lawton, Tony Gibson, Bob Collins and Mike Giles, wolf badges; Stephen Pcan, golden arrow; Ritchcy Pope, Gary McKnlght, silver ar rows; Mark Lawton, John Cooney, bear badges; George Dunphy, Elliott Braaten, gold arrows. Receiving denner badges were David Alsbrook and Bob Collins. Assistant denner badges went to Scott Barker and Tony Gibson; a one-year pin to Mike Myers; two-year pins to Bruce Chapman and Don Stafford. Handicraft beads were pre sented to Bruce Chapman, Bob Collins and Mitch Gibson. A Senate investigation into the growth of fraudulent sales of land by mail is under way, Whalin said. The special Senate Commit tee on Aging is weighing whether to broaden the pow ers of the Securities and Ex change commission to require those selling land in inter state commerce to disclose basic information concerning the land, such as its assets and its location with respect to community facilities and oth er improvements. The Senate committee also is considering giving the post office department more pow er to curb this practice. At present, the department has to prove criminal intent be fore it can deny access to Hie malls. "These land con-men prey on the pensions and life sav ings of our senior citizens," Whalin said. Phrases such as "a short drive away" can often mean a two-hour trip. "Exquisite surroundings" in one case meant a jungle. In Oregon there has been at least one example of this type of development, the Medford man noted. Basically the scheme works something like I his: A man buys cheap, often useless property at very low prices, j Then, in extensive advertis ing, he uses glowing, inaccur ate descriptions. Essen I i a I facts are omitted, and lie re sells the lots by mail at prices 90 to 100 times their value, Whalin noted. Although baldness is far less prevalent in women, medical authorities have found it is most likely to occur in females whose fathers were bald and whose mothers had thinning hair. The balding process begins at puberly for both boys and girls. In its earliest stages hundreds of hair strands may be lost in a single day but the rale later slows (normal hair loss is 80 strands a day). Ad vanced baldness is seldom en countered before the age of 20. Grows in Cycle Dr. Eugene J. Van Scott, dermatologist for thc National Cancer Institute, found that hair grow? in a three-year cycle, then rests. Dead hair remains in place for about three months before falling out. The hair you lost today probably died 90 days ago. In a normal person, a new hair root is formed after the dead hair falls out. "Under ordinary conditions approximately 10 per cent of the hair is resting at one lime, but under certain conditions such as fever and pregnancy, all of the hairs may decide to rest at the same time In these cases they all fall oul al the same time to cause temporary baldness," Van Scolt said.
