"v C"l Sander October 1, 1959, saw the inauguration of a revolutionary auto-insurance plan in Minne sota. Under this new program, careful drivers are rewarded by reduced insurance rates, while the careless operators may pay up to twice as much. This new plan hopes to offer sufficient incentive to make safe driving worth while. Those drivers con. victed of traffic offenses are given points for each offense, the number of penalty points increasing with the seriousness of the offense. Two demerit points earn for the driver stand, ard rates. With less than two points the rate is less; more than the standard two makes the careless driver's rates high. 0r Thra arm AHlr. .1.:.. i j . , ""vumib in- yolved in the new system, but it seems to De a step in the right direction.
