State Legislatures By RAYMOND LAHR United Preii International Washington -IL'PU- State leg islatures are showing a lively interest this year in amend ing the Federal Constitution. Although most of the legis latures have been in session only eight or nine weeks, 22 of them already have ap proved the anti - poll tax amendment which came out of Congress last year. Sixteen more must go along before this proposal can become the 24th amendment. Some of the legislatures also arc appealing to congress to do something about other proposals for amending the national charter. Most of these originated at a Chicago meet ing last December of the Gen eral Ascmbly of the States, an organization which represents all state legislatures and is af filiated with the Council of State Governments. Rougher Going The anti-poll tax amend ment may face rougher going from now on. It has not yet been ratified by any of the 11 Dixie slates, including those which have abolished the poll tax. Congress approved it with the necessary two-thirds vote last year, despite complaints that it called for use of a can non to kill a moth. The Federal Civil Rights Commis- Witnesses Testify On Advertising Bill Salem IUPD Slate li censing boards should be pro hibited from regulating ad vertising, the House Judiciary committee was told Monday. Rep. Kcsslcr Cannon (R Bend), a radio station man ager, led a string of witnesses in support of such a bill. He said advertising restrictions should be left up to the legis lature. Cannon, in response to a question, said there were cur rent disputes over slate board regulations restricting adver tising by dentists, optome trists and pharmacists. No opponents of the bill appeared. Others supporting it included Bob Paulos. editor and publisher of the Oregon City Enterprise-Courier and legislative spokesman for the Oregon Newspaper Publish ers association; Carl Webb, ONPA manager; Ray Beach, Oregon Advertising club; Vir gil Parker, Eugene broadcast er representing the Oregon association of broadcasters; and Jess Shinn, Oregon asso ciation of advertising agen cies. Husband Vanishes For Fifth Time Los Angeles, Calif.-(UPP-On March 11, according to Mrs. Steven Gilbert, her 42-year-old husband disapparcd lor the fifth time in the last four years. ' She said he had been wor ried about being unable to remember his past. "He sob bed to me that he wanted me to divorce him so I would not have to go through the ter rible experience of wonder ing if he was dead each time he disappeared," she said. Monday it came to light that Steven Gilbert, Los Angeles, also is Cornelius Charles Cornelisse, Garwood, N. J., who wandered off from his wife and three children there on Sept. 6, 1955. Last month New Jersey authorities de clared him legally dead. Gilbert still has not returned from his March disappear ance. Since no missing per sons report has been filed and no warrant issued for him, California authorities are not conducting a search.' But police, at Mrs. Gil bert's request, sent his finger prints to the federal bureau of investigation in Washing ton. The bureau confirmed the dual identity and. said he had a family in New Jersey. Funds Expended on Pollution Control Washinglon-iUPIl - The Na lional Association of Manu facturers told Congress today that American industry was spending $500 million a year for air pollution control. 'The fuels show that fed eral aid and controls are un necessary." said NAM spokes man Daniel W. Cannon of New York. Cannon made the comments In testimony prepared for the House Health and Safety sub committee which is consider ing air pollution legislation. Cannon said great strides have been made in air pollu tion control through the vol untary efforts of civic and industrial groups working in cooperation with municipal aulhorities. MEDFORO, OREGON has reported ratification by these states: Illinois, New Jersey, Ore gon, Montana, West Virginia, New York, Maryland, Cali fornia, Indiana, Rhode Island, Michigan, Alaska, Ohio, Ha waii, Idaho, New Mexico, Min nesota, Utah, North Dakota, Colorado, Washington and Vermont. Require Approval Amendments to the Consti tution require the approval of three-fourths (now 38) of the legislatures. All amendments adopted have been proposed by Congress. The Constitution also pro vides that Congress shall call a convention to draft an amendment if so required by two-thirds of the legislatures. This procedure has never been used successfully, but some legislatures are invoking it again this year. One of the proposals stem ming from the Chicago meet ing would require Congress to call a convention if requested by two-thirds (32) of the legis latures in petitions containing identical language.. Five state legislatures have petitioned Congress this year for action on this simplified plan for letting the states originate amendments. Another of the Chicago proposals would strip the fed eral courts of power-first as serted last year-to compel re apportionment of state legis latures. Five legislatures also have sent this proposed con stitutional amendment to Con gress. The most drastic proposal drafted by the assembly of the state would set up a "Court of the Union" composed of the Chief Justices of all state supreme courts.
