OFFICIAL RETURNS FROM CONFERENCE London-Wli-Depuly Labor Party Leader George Brown returned to London yesterday from Paris where ha confer red with leaders of the Western European Union and NATO. He said he had received "interesting" information but declined to elaborate on it immediately. Brown indicated he will disclose the information in the House of Commons next week. SEATO MINISTERS TO CONVENE Bangkok, Thailand-HPIuThe council of ministers of the Southeast Asia Treaty Organization (SEATO) will convene in Paris on April 8' 10, according to an announcement here. SEATO Secretary General Pole Sarasin announced the meeting, the first in two years for the council. SEATO members are the United States, Britain, France, Australia, New Zealand, Thailand, Pakistan and the Philippines. Move Made lo Check Casualties Saigon, Vict Nam - (BPli -The United Stales has decided to permit its soldiers to shoot first in the Vietnamese Rucr rilla war without waiting to be fired on by the Commu nists, it was reported today. The move is aimed at check ing the mounting U.S. cas ualty rate in the undeclared jungle war. according to in formed sources. Another American died Sunday. A young machine gunner was killed when two U.S. Army H21 helicopters were downed by Communist Viet Cong ground fire. The machine gunner, a pri vate first class, was not iden titled. His death brought to 52 the number of Americans killed in combat since the United States began its mili tary buildup in South Viet Nam in 1061. Informed military sources said the new "rules of engage ment" will permit the U.S. Army's new HU1 gas turbine helicopters to open fire on "positively identified" guer rillas without waiting to be fired on first as heretofore. The sources said the effec tiveness of the heavily armed craft known by their crews as "Hucys." in protecting the more vulnerable H21 troop carrying helicopters is expect ed to increase under the new rules. "I call them the black years 10 years of nothing " Bast Actor Nominees Chosen as nominees for best actor were previous winner Burt Lancaster, (Bird Man of Alcatraz), Jack Lemmon (Days of Wine and Roses), Peter O'Toole (Lawrence of Arabia), Gregory Peck (To Kill a Mockingbord) and Marcello Mastroianni (Divorce-Italian Style). It was Lancaster's third nomination, Peck's fifth and the third in this category for Lemmon who has won a sup porting actor Oscar. He is now attempting to be the first person to win Oscars in sup porting and leading role cate gories. The five pictures voted best of the year were "Lawrence of Arabia," "The Longest Day," "To Kill a Mocking bird," "Mutiny on the Bounty" and "The Music Man." The most nominations were earned by "Lawrence of Ara bia" which got 10. "To Kill a Mockingbird" received 8 and "Mutiny on the Bounty," 7. Nominations as best direct or for 1062 went to David Lean (Lawrence of Arabia), Robert Mulligan (To Kill a Mockingbird), Arthur Penn (The Miracle Worker),, Frank Perry (David and Lisa) and Pietro Gcrmi (Divorce - Ital ian Style). Contenders for the best sup porting actor award are Ed Bcglcy (Sweet Bird of Youth), Victor Buono (What Ever Happened to Baby Jane?), Telly Savalas (Bird Man of Alcatraz), Omar Sharif (Law rence of Arabia) and Terence Stamp (Billy Budd). Those nominated for best supporting actress award were Mary Badham (To Kill a Mockingbird), Patty Duke (The Miracle Worker), Shirley Knight (Sweet Bird of Youth), Angela Lansbury (The Man churian Candidate) and Thel ma Ritter (Bird Man of Alca traz). For the best song first used in an eligible picture the nom inations included "Days of Wine and Roses," "Follow Me," "Mutiny on the Bounty," "Second Chance," "Two for the Seesaw," "Tender is the Night," and "Walk on the Wild Side."
