NEWBRY Stat Senator The committee on ways and means has been referred to as the "most powerful" com mittee in the legislature, the "House of Lords" and as "Con. troller of the Exchequer." By what ever name, the fact remains that this committee is the budget committee of the state of Oregon and without its approval no state funds can be expended. I feel ex tremely fortunate to be a member of this important of all committees for many rea sons. First of all, if any econo mics are to be effected in gov ernment, this is where they must start. Secondly, member ship on this committee pro vides the most complete edu cation and understanding of state government of any single committee or combinations of committees. Membership on this committee enables me to forcefully represent the peo ple of Jackson county in ev ery segment of state government. Xisit Advantages I have listed some of the advantages of being a mem ber of the ways and means committee, from a personal point of view there are some disadvantages. This commit tee is a great consumer of time. It is estimated that each member spends an average of three hours per day through out the entire session on this one committee. The work of this committee is divided up among five subcommittees. 1 am a member of two of these subcommittees, one stud ying the budgets of slate in stitutions, the other studying the budgets of agencies deal ing with public health, safety and welfare. The other three subcommittees arc general government, natural resources and education. Visit Institutions All the members of ways and means are expected to visit all of the state institu lions in order to know first hand the physical condition institutions, the type i hospital and Eastern Oregon for brick masonry, television j of th of program carried on and the level of service rendered. So far I have visited the state hospital, Fairview home, the Oregon State Correctional In stitution and the slate peni tentiary. This week we are scheduled ir take a trip to northeastern Oregon to visit the Mid-Columbia home, Eastern Oregon college The Correctional Institution is a penal institution establish ed for first offenders. The program carried on there is devoted entirely to rehabilita tion. We have a school where inmates can receive high school diplomas and take courses for credit in college. We also have a trade school repair, cooks and bakers, snoe repair, small engine repair, welding, carpentry and cab inet making, meat cutting, electrical wiring and repair, barbering and auto painting. In addition to these schools the institution Is operating a nursery greenhouse and a grancry. Are Better Equipped - There is no question but what inmates of the Correc tional institution upon com pletion of their sentences cuts in the institutional budg ets for the current biennium. Scholarships Are Available at U of 0 Eugene-Forty scholarships of $100 each are available for the Family Finance Edu cation Workshop at the Uni versity of Oregon June 17 July 12. The workshop is designed and others concerned with promoting better understand ing and attitudes related to problems of family finance. The four-week workshop will be co-sponsored by tho University and the National for secondary school teachers Committee for Education in of social studies, business I Family Finance, education, homemaking, and Dr. Hugh B. Wood, profes mathematics; ele m e n t a r y i sor of education, will be coor school teachers, principals i dinaior of the workshop. Capitol Memo Dollar Value in Security of Jobs Urged for Study By ZAN STARK Salem - WTO - How much it worth - in dollars - to have job security? Sen. Anthony Yturrl (H.-un- tario) t o day asked the Ways and Means Com mittee to find the answer. "Studies indi cate t h a t a number of e m p 1 o yecs Urk have left private employment to accept civil service employ, ment at no greater salary, but for reason of the fringe bene fits and security of employ ment," Yturri said. Yturrl assured, "I have no objection to state employees being adequately and fully paid for services they render. "However, at a period when the state's fiscal position is in serious condition, it is well to analyze and evaluate all aspects of the situation.' The Ontario Republican reasons that civil service em ployees have what Is tanla mount to tenure in many in stances. "In private Industry as rule," Yturri continued, "the individual lias no assurance of continuing employment. "On the other hand, civil service employees so far as the experience of this slate indicates, have a far greater assurance of continuity in employment than do employ ees in private industry." Yturri submitted his re quest for a special study to Sen. Ward Cook (D-Porllnnd), co-chairman of the Ways and Means Committee. He also sent copies to Sens. Waller Lelh (R-Salem), E. D. Potts (D-G rants Pass) and D.inicl Thiel (D-Asloria), who also are on the committee. "There has been a constant demand by the parties affect ed and their representatives for an increase in the salaries of slate employees, Yturri said. He said "the present argu ment advanced is thai the pay level of state employees should be parallel with that of comparable work in pri vate industry. Ylurri believes thai the j value- of stable employment should be added to the pay check of stale employes when comparing their salaries with those in private business. , The Ontario senator also : reminded that most civil serv ice employees get annual slop raises, even if no overall in crease in the pay scale is ap proved by the legislature. It is not expected that Ytur- rl's view will he a popular one among state employees. But there are indications thai iruiny other legislators hold the same view. And the OSEA is trying to incorporate the merit system into the proposed new consti tution. This is a statute, but not a part of the present con stitution. Most any paragraph of non legal languagr contains nu merous ambiguities. When a lawyer refers to the "deed aforesaid," he Is attempting to make it clear beyond question that the deed he is referring to is the deed mentioned in a prior portion of the Instru ment. Likewise, when he pre faces a legal document with a long list of "whereases." he is simply reciting pertinent facts for the benefit of the court to show the facts of the situation that lead to the exe cution of the instrument. The difficulty with draft ing a document in layman's language Is that to the trained analyst such language is susceptible of several meanings, and consequently may lead to controversy or litigation.
