(UPI) Kennedy Requests $25.5 Million for Columbia Intertie BY ELMER W. LAMMI Washlngto n-(lIPD- President Kennedy today asked Con gress for $25.5 million to be gin consjruction of federal transmission lines to carry Columbia river power to Cal ifornia. Kennedy also told Congress that "prompt action" was ex pected on legislation Intended to assure the Pacific North west that power needed in the urea would not be drained off through the intertie. "The interconnections will provide for the sale and ex change of power between Cal ifornia and the Northwest, re sulting in substantial econo mics to both regions," Ken nedy said In his budget mess age to Congress. A request for $21.5 million for the intertie was included in a total of $74,84 7,00 0 budgeted for the Bonneville Power Administration during the fiscal year beginning July 1, 1963. An additional $4 mil lion for the transmission lines was included in the budget for California's huge central val ley project. Up Sharply The BPA budget request, up sharply from this year's $42.7 million, included nearly $61 million for construction. The funds budgeted for the West Coast intertie made up the biggest single item in the BPA request. Interior Department of ficials said the BPA budget re quest also included funds for strengthening i n t e r c onnec tions with Canada for ex change and sale of power under the Columbia River Treaty. The treaty, not yet ratified by Canada, provides for the construction of storage dams by Canada. The United States would deliver power to Can ada in exchange for benefits credited to Canada water storage. Additional tra nsmlssion lines also would be built to parry more power to industri es in the Pacific Northwest. Department officials said some 900 miles of high voltage lines and 11 new substations would be built for the BPA, which is responsible for the marketing of electricity pro duced at 22 federal hydro electric plants. The budget also Included $3.9 million for boosting the voltage to two 230 - kilovolt lines to the Puget Sound area to 345 kilovolts in order to in crease the capacity into the rapidly growing area. Other New Facilities Other new facilities plan ned to meet growing power loads included: Construction of a 25-mile 115-kilovolt line from Port Angeles to Sappho, Wash., to meet demands of the Clallum County Public Utility district, $1.1 million. Use of the John Day Kceler 500-kilovolt facilities to carry power from the John Area Students Are On OSU Honor Roll . Lamb, graduate stu dent. . .; Gold Hill Milton K. Dal ly, sophomore, agriculture. To be eligible for honor roll listing, students must make at least a B-plus average for the term.. Lamb was one of 82 students singled out for spe cial recognition for having made straight-A grades during the term. Constitution Draft Changes Predicted Salem - 0IPD - Senate Presi dent Ben Musa said Wednes day he is "not opposed to altering", the Oregon Constitution. However, Musa said he thinks it would "be impossible to pass the proposed revision" that has been submitted to the 1963 legislature by the Ore gon Constitutional Revision commission. Musa predicted the revised draft will get a "rough going over" because of individual opposition to specific sections. Some changes should be made," he said, "but they can be made piece-meal and can be accepted." Day Dam to the Portland area, $200,000.
