Two officers, minding se cret "War Rooms" in the Pentagon, lately have been astonished to hear that salu- Editorial Attacks Meredith's Arrest Kosciusko, Miss. - IUPII - A front page editorial in the Kosciusko Chronicle Thursday charged that the traffic viola tion arrest of Negro James Meredith was "unjust and un fair." "It is our firm belief that had it been any person other than James Meredith, he would not have been picked up," editor Billy McMillan said in the weekly newspaper. Meredith was fined S10 for failing to yield the right-of-way last week end while he was visiting his parents here. Most white persons and many Negroes disagree with "what he (Meredith) did to create the Ole Miss tragedy." the editorial said. "But this is not the point here. The point is that Kosciusko must not be pushed into this useless and tragic violence that has sur rounded other aspects of the Meredith case." Eisenhower Heads Freedoms Group Valley Forge. Pa. - IUPII -Former President Dwight D. Eisenhower became chairman of the board of Freedoms Foundation Thursday at a meeting at the organization's national headquarters. Eisenhower said the founda tion "is one of the noblest efforts to which any American can dedicate himself and I deem it an honor and a privi lege to join the members of the foundation in furthering this work and in enlisting in creasing numbers of citizens so to dedicate themselves." The meeting was held at the foundation's new head quarters building here. The Freedoms Foundation is a nonprotit, nonpolitical, non sectarian organization which annually honors indivduals, schools and organizations for outstanding work in behalf of freedom and the American way of life. tagon from which the high command directs the nation's military forces. Fool - proof command and control from Washington, par ticularly of the nuclear forces, has been a top priority con cern to Kennedy. He had a chance to see how some of the system works during two re cent high-speed visits to mili tary installations. Gold Phone Rings Picture, for example. Lt. Col. Fred R. Peck Jr. when he picked up the flashing phone in the Pentagon's National Military Command Center on Dec. 7 and heard Kennedy's voice coming through the gold telephone in the underground Strategic Air Command con trol center at Offutt Air Force Base, Omaha, Neb. This is one "hot line" that gets an instant answer. It is the one over which presi dential orders to use nuclear forces probably travel. Then there was Lt. Col. Jack W. Morris, manning the Army's Pentagon "War Room." On Nov. 26 the light blinked, indicating a call from Homestead Air Force Base near Miami, Fla., where a joint Army and Air Force headquarters was set up for the Cuba crisis. "Thank you, I was just checking," Kennedy told Morris after the officer iden tified himself and his station. The Navy keeps tabs on its fleets from a guarded area called "Flag Plot," and the Air Force is in continuous; contact with its forces through j its "Command Post." j Ties Together All these service "Wart Rooms" are tied into the Na-1 tional Military C 0 m m and Center, largest, most elabor-j ate and most secret layout in j the Pentagon. This is where : the Joint Chiefs of Staff would assemble to direct global op-' erations in an emergency. If the emergency turned into nuclear war, the high com mand would move to dupli cate underground facilities outside the capital area. The military command cen ter is a cluster of four large rooms deep in the Pentagon area occupied by the Joint Chiefs of Staff and their inter service staff. Special creden tials are required to enter the area. An additional pass is necessary to get through the center's massive oak doors which are manned by armed guards and equipped with television scanners so that those inside can see who is entering. The doors have com bination locks. Room Sound Proof The center's main chamber 'Kissing' Mistletoe of Christmas Time Is Only One of Several Kinds of Plant SET NUCLEAR BLAST Washington-iUPIi-The Soviet Union set off another nuclear device Thursday in the atmos phere at its Arctic test site. The U.S. Atomic Energy Com mission said the blast was lowyield, the equivalent of Icfs than 20.000 tons of TNT. School District Approves Spanking Woodside, Calif. llipil -Trustees of the Portola Valley School District have approved spanking with a "light broad paddle" as a disciplinary measure for some students. However, the decision, scheduled for ratification at the school board's next regu lar meeting, set forth certain limitations to the means and extent of corporal punish ment. The trustees said the spank ings must be administered by the principal in the presence of a "certified witness," and only after permission is ob tained from the parents. By DONALD P. GRAHAM U.S. Forest Service This is the season for put ting up boughs, holly, and maybe just a sprig of mistle toe for that romantic touch. Mistletoe has been a plant credited with mystic powers since the Middle Ages and has found its way into religious rites, mythology, healing arts, and superstitions throughout the world. Reasons for the legends, symbolism, and mag ic that have surrounded it are difficult to explain. The "kissing" mistletoe or American Leafy Mistletoe of Christmas holiday fame is only one of several forms of this parasitic plant. It does little damage to trees, but another form, the dwarf mistletoes, attack western conifers including species popular as Christmas trees. Attractive Green Leaves American leafy mistletoe and dwarfmistletoe are easy to tell apart. The leafy "kiss ing" variety has attractive green leaves and conspicuous white berries. 11 grows on hardwood trees mostly in the southern half of the United States but occurs in the Wil lamette valley and southwest ern Oregon. Dwarfmistletoe has no leaves and its greenish-brown fruits, about the size of a grain of wheat, are hard to I see. The plant which is a i series of segmented shoots is ! attached to the tree branch. ! Shoots are usually less than 1 six inches long. An unskilled j observer could mistake them ! for a part of the tree itself, t When a dwarfmistletoe ber ry ripens, it explodes and the tiny seed is launched much like a missile, traveling as far as 60 feet. If the seed lands on a suitable host tree it will germinate the following spring and send a root - like structure into the tender bark and start a new infection. In this way, dwarfmistletoe spreads from tree to tree until sometimes a whole forest stand becomes diseased. Destroys In Slow Way Dwarfmistletoe destroys in a slow insidious way and sel dom attracts popular atten tion. Young trees, if heavily infected, will often die in a few years as more and more plants are produced to siphon off food and energy. A larger tree will live longer, but will eventually succumb. The parasite may first weak en and deform the tree so badly that it becomes easy prey for insects and other diseases. Growth rate drops off sharply. Most obvious way to spot dwarfmistletoe infection is presence of the plants or witches -brooms on the tree. Witches'-brooms are clusters of misshapen twigs and dis torted branches caused by parasitic action of the dwarf mistletoe. Tree branches may swell into odd shapes, and swollen cankers appear on the trunk. As the brooms, swell ings, and plants sap a tree's vigor, the upper crown may die several years in advance of the entire tree. Important Problem Some foresters believe thai mortality and loss of tree growth caused by dwarfmis tletoe is the most important problem in forest disease con trol. When the inventory of the dwarf mistletoe situation is completed foresters believe losses in the West will ap proach 1.000,000,000 board feet of live sawtimber each year. This is about 20 per cent of the total timber that was cut from '.he national for ests of Oregon and Washing ton in 19S2. Several kinds of dwarf mistletoe thrive in forests of the Pacific Northwest Region. The pondcrosa pine, lodge pole pine, Douglas-fir, and western larch dwarfmisllctoes are common in eastern Ore gon and eastern Washington. Infected Douglas-fir stands oc cur in southwestern Oregon. Tito Concludes Visit To Russia Moscow -- IUPII - Yugoslav President Tito ended his So viet "vacation" today and headed home, apparently with Premier Nikita Khrushchev's promise of more Soviet aid and political cooperation. Tito and Khrushchev part ed Thursday at the train sta tion in Kiev, where they had gone together Tuesday night after finishing their talks in Moscow. Tito was expected to leave the Soviet Union and cross into Czechoslovakia some time today on his way to Belgrade. It was not known if Khru shchev would return to Mos cow or go to his Black Sea vacation home. In speeches just before Tito's train left, Khrushchev underscored his determination to go ahead with his tighten ing of Soviet - Yugoslav ties, despite Communist Chinese opposition. is a sound - proof conference room with a large brown, oval table around which red leath er chairs are placed for the Joint chiefs and their princi pal deputies. The chiefs can have for the asking a complete, detailed picture of the immediate scene in West Berlin, data from the far northern ballistic missile early warning system, and the earth satellite tracking net. the disposition of Soviet equipment in Cuba, or any other military information they want. They can confer, individually or in any com bination, with global com manders from Viet Nam to the Iron Curtain. Going off this green-carpeted conference room through a plate glass wall is a communi cations room with banks of equipment linking the center with other Pentagon "War Rooms" and with all major military commands. At tha chiefs' disposal is a communi cations system that costs about $1 billion a year to operate. Appreciable losses occur in stands of hemlock and true firs. Currently, the best method of control is clearing out the infected trees during harvest operations or stand improve ment work.
