(UPI) Back Stairs: Kennedy, Macmillan Do Best Conferring Under Balmy Skies By MERRIMAN SMITH UPI While House Reporter Nassau, Bahamas - IUPU -Backstairs at the White House: President Kennedy and British Prime Minister Mac millan seem to do their best conferring at balmy winter resorts. They first met In Key West, Fla during the late winter of 1961 shortly after Kennedy took office. Their last meeting was just a year ago in Bermuda. And today, while Washington and London shiver, the two lead ers are talking in the fash ionable warmth of the BahamHS. For their next winter meet ing, Kennedy might invite Macmillan to a resort on the U. S. mainland. Palm Beach, Fla.? Or, perhaps, Palm Springs, Calif.? Palm Beach, where the president will fly late today for the Christmas holidays, has seen crowned heads and potentates for many years. A prime minister would not up set this particular outpost of the New Frontier. Palm Springs may be ac customed to movie stars and television personalities, but the Inhabitants are suckers for celebrities from what amounts to the outside world. Any high-level diplomatic con ference in the Southern Cali fornia desert undoubtedly would produce crowd reaction normally not associated with formal affairs of state. A reader from Brooklyn, Sam Frohlich, writes in to complain about what he calls an "absolutely silly thing" in the President's news confer ences on television. His com plaint: "Camera bugs among the reporters" dashing about snapping Kennedy's picture when they should be in their seats, taking notes and asking questions. Curiously, the same idea has occurred to a number of other home viewers of the Presidential press conference. When a driver's license is used as security, the court is sues a receipt which the driv er y,an use as a license until the dale of his appearance. If he fails lo appear to resolve the charge, the license Is then forwarded to the Department of Motor Vehicles where it is suspended for an indefinite period. Joins Peace Corps Bv GEORGE: WEEKS United Pres. International Monrovia, Liberia - 1UPI1 -Two years ago Thomas H. E. Qtiimby was a campaign rep resentative for President Ken nedy in the Midwest. Today he is a Peace Corps representative for Kennedy in Africa. Quimby, former Michigan Democratic National Commit teeman, directs a 01-mrmbcr project in Liberia that has given Africa's oldest republic a 180 per cent increase in the number of college grad uates teaching in secondary schools. To Libcrian Education Min ister John Payne Mitchell there is only one thing wrong witli the project it isn't large enough. "1 wish I could have gotten 200 Peace Corps volunteers," he told a reporter. Enthusiastic Mitchell said what the vol unteers lack in experience in Africa and the classroom "they make up in enthusi asm." "Thev are vounuslrrs who want to do something." he said. "Thev aren't hiirpan. crals interested in a career." Libcrian Planning Director J. Milton Weeks said the ul timate effect on Liberia's to lal economic situation will be "revolutionary." "They will decrease our dropout rate and improve our basic curricula. By their pro fessional attitude, thev will cut down teacher absentee ism, late classes and improper preparation." ' In one remote village, ac cessible only by a trail that washes out on occasion in the rainy season, two volunteers teach in a school whose prin cipal has had only one year of college. One of the stu dents in the fifth grade is 22 years old. Lack of Red Tape Quimby said volunteers ana stall alike are pleased with the lack of red tape in the Peace Corps. "Here, the emphasis is on the initiative of the individ ual volunteer," said Quimby, who was director of work men's compensation in Michi gan under Governor G. Two Peace Corps doctors had to dc Mown out of another vil lage when a makeshift bridge washed out. Supplying the volunteers once Ihey get in place is one of Quimby's daily headaches. One day in September two volunteers in the mud hut village of Bopolu sent word lo Quimby's headquarters in Monrovia that they .were bothered by rats in the night. Two other volunteers await ing assignment in Monrovia were dispatched to Bopolu in a four-wheel-drive vehicle lhat was up to its running boards much of the lime as it traversed the Bopolu Trail, dropping off mail to volun Icers along the way. At one point, a log bridge had to be rebuilt before they could cross. But by nightfall Ihe Bopolu Peace Corps volunteers had what they needed lo take care of Ihe rats a big white cat. Scout News 6 Cub Scout Pack 15 Phoenix Cub Seoul Pack 15 met Monday, Dec. 17, at the Phoenix Presbyterian church, sponsors of the Pack. The first half of the meet ing was held in the Chapel of Ihe church where a choir of all the Cubs sang carols while the Christmas story was given by tlie Rev. William A. Salad in. Mrs. Luctta Miller led the boys in their singing and Cub master Ben Roescr was in charge of the service. Following the service, the Cubs attended their Pack meeting. The Cubs decorated the Christmas tree with decora tions they had made in Den meetings and placed food in a Christmas basket for needy families.
