Walter Norblad (R-Ore.) said Mon day. Norblad said tht grant to the Oregon Board of Higher Education for the university has been approved by the Area Redevelopment Admin istration. He said the center, which will cost $1,204,390, will create 210 Jobs for re search and technical personnel. Judge James Crawford dis missed t motion seeking to have the city's building and housing codes declared uncon stitutional. The Gypsies had contended the codes were discrimina tory. The judge commented, 'The fact that the impact of the city's action falls most heavily on Gypsies or Gypsy landlords . . . raises no pre sumption that this is a purely Gypsy regulation." The Gypsies have been or dered to move out of down town buildings on grounds they have made dwellings out of commercial structures. Phoenix Schools to Present Program Phoenix - The Phoenix schools will present their an nual joint Christmas program at 8 p.m. Thursday, Dec. 20, in the Phoenix High school gymnasium. Gary Monical, director of music, said the program would Include several num bers by the grade and high school choirs relating to four scenes featured on stage de picting the Nativity scene and Christmas.
