MEDFORD MAIL TRIBUNE. MEDFORD. OREGON Hatfield's Budget Slated for More Trouble at Legislative Fiscal Parley FRIDAY. DECEMBER 14. 1962 A 5 By ZAN STARK Salem - OTIi - The already much battered budget pro posed by Gov. Mark Hatfield for the 1863-65 biennium faces further bombardment next week when the legislative fis cal orientation conference is held here. The Monday - through-Wednesday meeting of legislators with the Legislative Fiscal Committee is being held "to consider the revenue and ex penditure programs for the 1963-6S biennium." All 90 of the state's legis lators have been invited. The budget war began Dec. i proposed tax hikes - but he 1 when the $405.3 million gen- opposed the plan for a tax eral fund budget was pre- election while the legislature Commander Retires From Naval Service Crir. Walter G. Bishop, medical corps, U. S. Naval Reserve, retired after 21 years of service recently. He was honored at an event last week and cited for his "outstanding service." Dr. Bishop served on active duty during World War II and on inactive duty in the reserve since that time. He sented Hatfield indicated the state was in danger of skidding into the red before the end of the current biennium. To finance next biennium's proposals, he called for a hike in liquor prices, a cigarette tax, and an increase in per sonal income taxes. A $40 million higher edu cation construction bond issue was proposed, and an election during the legislative session on the bond proposal and tax hikes was suggested First to comment on the budget was State Rep. Clar e n c e Barton (D - Coquille), speaker - designate of the House. Tax Election Opposed Barton didn't object to the was in session. ! Sen. Ben Musa (D-Thej Dalles) also opposed the spe cial tax election, and said he opposed the net receipts tax. I Four days later Hatfield called for "statesmanship" to help solve the state's critical financial problems Thornton said transfer of $5.5 million from the veterans' bond sinking fund to bail out the general fund would vio late the constitution. This was followed by an ex plosive blast from State Rep. Richard Eymann (D-Mohawk). chairman of the House Taxa tion Committee. Eymann charged Hatfield had juggled figures to produce a phony Businessman Held in Salem Holdup Plot Salem -IVPI- A Washington businessman was arrested near here Wednesday night after allegedly threatening the served as medical officer of1?3"1" of a Salem supermar h. m.,i i!r : ket manager as part of a hold- Division 13-17, Medford, for up p'l- the past 10 years A gift was presented Dr. Bishop Tuesday by Lt. Roland Ray Bennyhoff, 32, operator of a Seattle electri cian manufacturing firm, was arrested by state police in the Sidney area eight miles south of here. Officers said the victim of the robbery attempt was Ed ward L. Hatfield, manager of Erickson's Supermarket. Hatfield said he received a call at the store about 5:15 p.m. from a man who said Hatfield's wife and two chil dren were being held hostage. The caller directed Hatfield to take all the money from the store and leave it at a stop sign at Liberty and Jory rds. The arrest was made after the money was delivered. , t, . . . . 7 i- - - - v m. - ... r - , ixwatftU the magnificent fiviagnavox a TV takes on new -3 nhantment in BT magnificent COLOR! with the magnificent OCeTl! Holmer defended the budget, and said Thorn ton's opinion was "not convincing." Nevertheless, Holmer sug gested "if there is legislative doubt," the transfer of the $5 5 million could be referred to the people in the form of a constitutional amendment. Hatfield met with reporters Monday and said drastic cuts in basic school aid, welfare services, and closing of state institutions could result next spring if the $5 5 million is not returned to the general fund. 'Constructive Criticism' Hatfield repeated his call for "constructive criticism" of his budget, and termed "statesmanship'' a suggestion by Barton that a deficiency appropriation might be the j the state's financial stature answer to keeping the state was unveiled Tuesday when in the black. Secretary of Stale Howell Ap- Hatfield also downgraded Thornton's view the $5.5 mil linn could not be returned to the general fund. Eymann wasn't much im pressed with the governor's plea for "constructive criti cism." "Before the election ' we were led to believe the state would have a half a million dollar surplus," Eymann said. He criticized Hatfield for not advising the legislature in advance of apparent general fund deficits. Another potential threat to pling Jr. announced $18.2 million more each biennium would be required if state wards and prison labor were not allowed to do slate work. The AFL-CIO is bringing suit to halt use of prison labor in construction of the new women's prison. Appling has expressed the view that if labor wins the suit, the stale would be prohibited from using any inmate labor at any of the institutions. With most of the state's legislative leaders scheduled to be on hand next week, it can be expected the battle of the budget will gain in intensity.
