Hatfield Accused of Jug gling Figures for 4 oney Charles A. Sprague Named For Civil Liberties Award Salem -H'PD- Former Gover nor Charles A. Sprague, Sa lem newspaper publisher who has played an active role in Oregon civil liberties affairs, has been named to receive the first E. B. Mac Naughton civil liberties award. The American Civil Liber ties Union of Oregon an nounced today that the award to be given annually to an Oregon individual or institu tion making an outstanding contribution to the cause of civil liberties would be pre sented to the 75-year-old Sa lem publisher at a ceremony in Portland on Dec. 18. Sprague Praised In announcing the award, Charles Davis, chairman of ACLU of Oregon, praised Sprague "for contributions to the preservation and advance ment of civil liberties in Ore gon which have been distince tive in scope, eloquent in pre sentation and consequential In impact upon the climate for fair play and justice in his community and state." Governor Sprague was commended for "his leader ship in championing the cause of civil liberties in general and for his unceasing efforts to strengthen the civil liberties franchise of the people of Oregon, as a states man, publisher, civic leader and distinguished private citizen." Governor Sprague will be the first recipient of the civil liberties award. It was named earlier this year ir honor of the late E. B. MacNaughton who served as chairman of the National committee of the ACLU from January 1955 until his death in August 1960. The award is made on the recommendation of the executive board of the ACLU of Oregon. Davis noted that Sprague's devotion to civil liberties has Medford Student on UO's Winning Team Miss Judy Sims, daughter of Mr. and Mrs. Ed Sims, 41 Ross court, who is a junior at the University of Oregon, was a member of the univer sity's team which won sweep stakes honors recently at the Western Speech association tournament in Los Angeles. Miss Sims and Miss Joyce Smith, Dallas, Ore., were first in debate and Miss Sims was fourth In Junior women's extemporaneous speaking. The university received one of four outstanding school awards in both junior and senior divisions. Some 59 col leges from 13 western states participated in the tournament. been repeatedly demonstrat ed in the many important po sitions he has held including that of governor of Oregon, president of the Oregon Council of Churches, member of the regional board, United States delegate to the United Nations, member of the com mittee on rights, liberties and responsibilities of American Indians, member and past chairman of the Oregon ad visory committee to the U. S. commission on civil rights, and a member of the Oregon constitutional revision commission. Nixon Returns From West Indies Vacation Beverly Hills -IUPD- Former Vice President Richard M. Mark Hat field "juggled" figures to pro duce "a phony budget" to hide a $13.2 million general fund deficit this biennium. "For the first time in his tory a governor has asked the legislature to deliberately run the state into the red and violate the state constitu tion," Eymann declared. Eymann is chairman of the House taxation commit tee and majority floor leader of the House. Governor liatficld is in Palm Springs to address the California Republican Assem bly, and could not be reached for comment. First Stone Thrown Hatfield's press secretary, Travis Cross, said "Eymann has thrown the first stone in a two-page press release with out making a single construc tive suggestion for meeting the Increased educational and social needs of our people. "He has our proposals. If he doesn't like them, let him come up with prescriptions of his own. A governor pro poses, the legislature dis poses, But It cannot be said that the responsibility to point the way was ducked. It now remains for the House and the Senate to get togeth er on how they wish to meet their obligations," Cross said. "The legislature is not going to appreciate Hatfield's fallacious presentation," Ey mann said. "Never in Oregon history has a governor sought to cover up deficits by such high handed manipulation of revenue and expenditure fig ures, nor has any other gov ernor had the gall to ask that the state deliberately go into the red," he stated. "The fiscal irresponsibility of these requests, and of Hat field's overspending of reve nues in the past 18 months is nothing short of prodigal. Padding Charged "A careful search of the new deficit budget message reveals that in order to bal ance the income and spending In the present biennium, Hat .field has had to: ' "1. Ask for the return of a $5.5 million appropriation to the veterans affairs depart ment made to get that depart ment's loan fund started. "2. Pad the tax commis sion's estimate of income tax receipts by $4 million. "3. Pad State Treasurer Howard Bolton's Inheritance tax estimates by $2 million. "4. Increase prices of liquor by $500,000 in the last four months of the biennium. "5. Try to cut back state programs by $1.7 million In the last seven months of the biennium. "This totals $13.7 million, less $500,000 which Hatfield estimates will be in the bank at the end of the biennium if the savings arc achieved and if his padding of revenue es timates does not lead to disaster." Oregon-Washington Income Tax Battle Of Bridge Employees Explodes Again Salem -IUPD- The long sim mering battle between Ore gon and Washington over withholding of In ome taxes from Portland-Vancouver toll bridge employees exploded to life again today. Oregon Tax Commission Chairman Fred Hoefke re vealed "we're waiting until the end of the ye ." Legal Right Claimed He said Atty. Gen. Robert V. Thornton and Washington Atty. Gen. John J. O'Connell are still discussing the prob lem and hope to reach agree ment soon. Oregon claims the legal right to withhold income taxes from the pay of employees of the interstate toll bridge. About 38 workmen at the bridge toll plaza are involved in the controversy which is now more than two years old. They are Washington state employees, and live in Wash ington. The toll plaza, however, is located in Oregon. Oregon claims they are Oregon work- List Ruled Mixed As Market Closes With Few Changes New York-tUPD-Stocks mov ed sideways for the second consecutive session today. After bouncing up and down within narrow confines the list ruled mixed at the close. Motors finished mixed with General Motors up and Ford off. Steels were a trifle softer with Youngstown down a point but international oils firmed. Du Pont gained around l'i but other leading chemicals were narrow. American Telephone gain ed a point or more. Alcoa, Owens-Illinois and United Aircraft rounded out the ma jor blue chip changes with losses of close to a point each. Hoefke said today that Ore gon has not yet collected any Income tax from any of the bridge employees. "We're getting close to the point where we will have to do something," Hoefke said. "We are not going to let the statute of limitations run." "There is no question of our authority to collect the tax," Hoefke insisted. He said the battle was over Oregon'r right to withhold the taxes from employees of Washington state. D. D. Hedges, executive sec retary of the Toll Bridge Au thority, claimed earlier this year "we have always felt it was Inappropriate to collect the tax." The issue has remained dor mant since Washington offi cials decided to defy the Ore gon Tax commission and re fused to withhold the Oregon income tax. It was at that time that O'Connell requested a meet ing with Thornton in an ef fort to find a solution. Hoefke insists "there is no question" about Oregon's le gal authority to collect the tax.
