Missourian Grows Pineapples of Home St. Louis - WPI) - Florist George O. Schoenlau's hobby is growing plants not native to this area, like big pine apples. Schoenlau, 65, has grown a dozen pine apples, starting mem in nis grcenliouso 18 months ago. He bought a dozen fresh pineapples last year and cut off the tops. Then he planted them in a mixture of peat moss, sand and lava stone and added some fertilizer. "In May, I put them In 10 Inch pots and moved them outside," he said. This ex pands the living area of the house and the patio is close enough to the kitchen so it could be used for outdoor dining. A door also opens from the bedroom hall to the patio. DENNY DAVIS Recife, Brazil -d'PIl- In Bra zil's October elections, Com munism and the Alliance for Progress were major issues for Pernambuco state. Of the candidates for gov ernor of this vital testing ground for all South America, sugar refiner Joao Cleofas strongly supported the U.S. Alliance for Progress pro gram. Recife's left - leaning Mayor Miguel Arraes criti cized the "Allianza" and in turn was accused of being a communist or a fellow-traveler. It was Arraes who won the Oct. 7 balloting. His victory had internation al significance because of the Alliance issue and the fact that so many of Latin Ameri ca's problems are coming to a head in his overpopulated, underfed state on Brazil's northeast corner. I went to see Arraes in his capital city of Recife - to the two-story stucco house on an unpaved street where the governor-elect waited in shirt sleeves. The questions to be answered were whether Ar raes is in fact a Marxist, and where does he stand on rela tions with the United States, and what is the future of pri vate capital (much of it Amer ican) in Pernambuco. "The truth is, I am a Na tionalist and a Democrat," lie said in an interview. "Any private investment is welcome in Pernambuco state so long as it contributes to the devel-' opment of the region." Favors Legalization Arraes said he is a Catholic himself. He said he favors legalization of the Communist party in Brazil. "The free exchange of ideas is always the best way," he said. "There's a Communist party in the United States, isn't there?" Arraes, who will be 46 in December, was born in neigh boring Ceara state. He is a widow and father of eight children. He was appointed an official of the Federal Alcohol and Sugar Institute at the age of 18, in 1934. He was elected mayor in August, 1959. He won the governorship with the backing of the Brazilian Labor party (PTB), Socialist Labor party (PST), and Bra zilian Socialist party (PSB). A stocky, crew-cut, articu late man who smiles a lot, Ar raes in shirt-sleeves received this correspondent on the front porch. Some questions were submitted and answered in writing, at Arraes' request. He said some other American correspondents had misquoted him. Q. Your adversaries insist on saying that you are of "leftist" or "Marxist" tenden cies. Where would you place yourself in the political spec trum? A. I could refuse to judge my own case and transfer to others (friends and enemies) the task of fixing my position, in line with my political ac tions and statements. There are curious aspects in this question. For example: for Hitler and the Nazis, Roose velt was a Communist fellow traveler (Filo - communista). An er'reme leftist would place me in the middle of the road; an extreme rightist would put me at the opposite extreme. The truth is, I am a Nation alist and a Democrat. A Na tionalist determined to fight against the exploitation (espo liacao) of his country. And a Democrat that wants to give social significance 'conteudo social) to our democracy which is almost a democracy merely in form. Above all, I am a northeast erner worried about the dra matic problems of his region: backwardness, misery, hung er, illness, unemployment, il literacy .... Q. They say you have many registered Communists in your city government, or in your political following. Is it true? If so, why do you keep them? A. The Communists sup ported my opponent of this race, Mr. Joao Cleofas, two times, in 1950 and 1954, in the elections for governor. They supported the incum bent governor, Mr. Cid Sam paio, in 1958. They partici pated openly in his campaign. They supported me for mayor in 1959, with no commitments on my part. And now they support me for governor. Chosen for Beliefs In the mayor's office, from which I resigned to run for governor, my immediate sub ordinates were chosen not for their beliefs but for their abilities. There were ten of them. Practicing Catholics in the majority; other persons unconnected with any party. And only one Communist, who was also a journalist and a member of the labor court. Q. In your opinion, will Brazil continue to be a basical ly capitalist country or will it turn toward socialism? A. Even the followers of classic capitalism cause con fusion about their concepts to day. The Brazilian ambassador to Washington, Roberto Cam pos, has himself said that capitalism is becoming more and more subject to state planning and socialism is be coming more competitive. In the Scandinavian coun tries, and even in England, to day, it is difficult to distin guish where capitalism ends and socialism begins. Brazil, in many respects, is an undeveloped country. The northeast, according to the United Nations, is the largest and most populous underde veloped area in the western hemisphere; one and one-half million square kilometers and 22 and a half million inhabi tants. We have terrible prob lems. Important Thing The important thing, now, is to overcome this catastrophic situation, with losing sight of our national reality and nur regional peculiarities . , . Q. As governor do you in tend to seek more private in vestment from outside the state, for Pernambuco? If so, what conditions will you offer investors? As governor, do you intend to seek the aid of the Alliance for Progress for eco nomic development of Per nambuco? A. Any private investment in northeastern Brazil will be welcome, as long as. it works for the progress of the region and to elevate the standard of living of the people. Within this spirit, I will not have any difficulties negotiating with anyone. The township of Recife has 800,000 inhabi tants. Of these, more than half live in precarious shanties in depressing neighbo rhoods. There are more than 110,000 of these shanties. The Alliance for Progress recently an nounced allocation of funds in the form of a loan (through Applications Exceed Openings for Class Immediate applications are being sought by the United States Coast Guard for the officer candidate class con vening Feb. 10. Qualified college graduates between the ages of 21 to 27 may apply now for the four month course conducted at Yorktown, Va. Graduates of the Officer Candidate school will be awarded a reserve commis sion as an ensign and serve on active duty as a commissioned officer in the United States Coast Guard. As governor, do you in tend to increase the partici pation of the state in the op eration of public utilities such as electric power and tele phone service? A. There is no other way to solve the problem. In the first place, practically all the elec tric energy of the region is produced by a state enter prise, the Companhia Hidro electrica Do Sao Francisco, constructed and operated by Brazilian technicians usin; the Paulo Afonso waterfall. It was the task of a privam company alone, the Pernam buco Tramways and Power Company Limited (a subsidi ary of American and Foreign Power), lately, to distributa electric power - a task so sim ple technically and so profit able economically.
