Effects of Tax Law Announced by State Effects of the 1961 western Oregon timber tax law have been announced in a study conducted by the state tax commission. The report re fers to the 19 western Ore gon counties containing 301 elementary or unified school districts. The legislature adopted the 1961 law in a bipartisan ef fort as a conservation meas ure and as an encourage ment to sustained yield and stabilization of the lumber industry, the commission said. In Jackson count., the es timated tax rate changes on all properties in the 11 school districts show that four dis tricts will have increases with seven districts decreasing. Highest Increase Highest increase of 6.8 per cent will be in the Pinehurst district. Other increases were noted in Butte Falls, 6.7 per enl; Evans Valley, 5.4 per cent; and Eagle Point, 2.3 per cent. Decreases of 2.2 per cent were noted for Medford, Prospect, Applegate, Rogue River, Central Point, Ash land, and Ph.enix. Detailed timber valuation figures were obtained from the school districts showing previous and present valua tions. Statistics show that in the four districts where tax , rates will increase a substan-' tial part of the true cash value is derived from timber i properties. In the Pinehurst district 46.8 of the valuation is for i timber with indicated harvest I period in excess of 50 years. In Butte Falls the timber per centage is 45.6 per cent, Evans Valley H6.5 per cent and Eagle Point 14.7 per cent. In the majority of the other districts the timber percent age of the valuation ranges , from a low of .2 per cent up to 4 per cent. The new law provides for three broad classes of forest ', cover. Coles, Prineville, j addressing the opening busi-1 ncss session of the group's 31st annual convention, said "thriving cities like Phoenix, Ariz., Salt Lake City and Boise would not exist today if our forefathers had not put water on the land and made the desert bloom." Meant Productivity Coles said reclamation nas meant agricultural productivi ty. He said Oregon's econ omy, based on agriculture and limber, is much dependent upon irrigation east of the Cascades and that irrigation was increasing farm output in the Willamette valley. "It takes 10 to 15 years to bring a new reclamation proj ect into full development," he laid. "We must continue an orderly reclamation develop ment if we are to provide homes, job opportunities and a continued balanced diet for these people." Gov. Mark Halfield, in a welcoming address, praised the people of Oregon fur the way they reacted to last Fri day's storm. He asked convention dele gates to continue to be guided , by realization that the final test of resource development "is In its value to the whole public and that the multiple use approach to resource man agement is the best assurance that multiple benefits will accrue." Sen. Wayne Morse (D-Ore.l, in remarks prepared tor de livery to the convention, said he expected to be back in the Senate in January and con tinue his work on reclamation and other water projects of the West. The convention will hava election nf officers and reso lutions Friday. King Saud Names Brother To Post Beirut. Saud (hen put in a new rahinct to combat the influ rice of L'ni!ed Arab Republic President Gamal Abdci Nas sers newly announced social from taxation; young growth which is larger than 11 inches in diameter, but not more than 90 years old, and has a true cash value of 30 per cent; and old growth, which is more than 90 years old and has a true cash value of either 25 or 30 per cent. All classes have a 100 per cent valuation at time of harvest. In Josephine county little differences were reported in the tax rate. For the county unit the tax increase will be .7 per cent and for the rest of the cunty a decrease of .6 per cent.
