Hatfield said the Meredith Situation is "not a question of states' rights, but of human rights." Salem, Ore. (l?D - Oregon Gov. Mark Hatfield has sent a telegram to President Ken nedy urging him to cut off all appropriations to the state of Mississippi except basic subsistence welfare payments.
