Sweden OJPIt The Soviet Union detonated a nine-megaton nuclear device in the atmosphere in the No vaya Zemlya area in the Arc tic today, the Uppsala Seis mographic Institute an nounced. The blast was the 12th re ported by the institute in the current nuclear test series in the Soviet Union. These fig ures apparently refer only to tests at Novaya Zemlya. The U S. Atomic Energy Commis sion has disclosed two others, at Semipalatinsk in central Siberia, for a total of 14, and said there have been addi tional explosions which it has not announced. Co-Chairmen of Campaign Named Eagle Point-George Loftin chairman of the Ralph A. James for County Judge or ganization, has announced that Wilfred E. Davies and Edward Chamberlain will act as co- chairmen of James' campaign in this area. Davies, of route 1, box 119, Eagle Point, has been in the Eagle Point area since 1331 as a farmer. Chamberlain, of Browns boro rd., Eagle Point, is also a longtime resdent of the area. He is a former school board member and has been a di rector for the local irrigation district for several years. Two Indicted on Assault Charges Vale, Ore. -fliPli- Two men held in Malheur county jail here were indicted Thursday by the county grand jury on charges of assault with intent to kill the Ontario police chief. Stanley D. Rose, 22, Se attle, and Donald A. Hibbard, 23, Vancouver, Wash., were being held in lieu of $10,000 bail and were to appear in court today to answer the charge?. Rose and Hibbard, suspect ed of taking part in a $5,000 market robbery in Boise, Ida., last Saturday night, were charged with shooting at Chief Jim Jones when he at tempted to stop them at a roadblock shortly after the robbery. Navy shows a Soviet submarine sighted recently by the navy in the course of normal operations in both the Pacific Higher Medals Urged for Men Who Withstand Torture as Prisoners Washington -lUPll-The Army I is being strongly urged to grant higher military decora tions to men who withstand communist torture after being taken prisoners. The decorations could in clude the coveted Medal of Honor if congress approves a newly submitted defense de partment request for authority to grant the nation s highest military award for heroism in peacetime. The drive for greater recog nition stems partly from the fact that survivors of Maj. Waller H. Moon received only the Bronze Star medal in his behalf, although his courage as a communist prisoner in Laos was described offically as "an incredible story of her oism." Similar awards were made lo Maj. Lawrence R. Bailey and Sgt. Orville Ballengcr when they were flown home recently from Laos after re sisting all attempts to break their will while prisoners. Bailey was kept a full year in solitary confinement in pitch-black darkness. Under the heading "Have U.S. armed forces forgotten how to honor great heroism?" the Army - Navy - Air Force Journal and Register pointed out that the Bronze Star is "for meritorious service," be low the Distinguished Service Medal in the same category. "There is good reason for many members of the armed forces to wonder why Maj. Moon's deed should not have received higher commemora tion," the service journal said. Moon, 38, of Rudy, Ark., was killed in a second escape attempt after enduring four months of torture at the hands of the Communist Pathct Lao. Like Ballenger, he was serv ing as an adviser to the Royal Laotian Army when captured in April, 1961. The official account said "efforts to break him mentally and physically were constant. Interrogation followed inter rogation.
