The NFO has been operat- ing what it calls a holding action trying to force proces- sors to sign bargaining con . tracts - by withholding live stock and grain from market. Operation Condemned In Washington late last week, the Republican Nation al committee condemned the NFO operation as "useless and wasteful." The committee crit- icized President Kennedy for , not stepping into the strike . in the interest of consumers. The Republican lesders called the NFO a non-representative group of farmers. Administration officials have had little to say about the NFO action so far. Agri culture Secretary Orville L. Freeman has noted that simi- "' lar holding actions have failed in the past. But Freeman also has said he is sympathetic with the NFO goal of better farm prices and he may be inclined to speak out more emphatically in the wake of the Republican " blast at NFO members. ' Little Comment " The NFO drive has drawn " comparatively little comment so far from other national ! farm leaders. The National Farmers Un- ' ion recently expressed its . sympathy with the NFO goals. ' But Farmers Union leaders in- " dicated they didn't think the . NFO could succeed without new government programs for , supply management in agri- , culture. The American Farm Bureau . Federation has said nothing at all about the NFO action. Farm Bureau President Char- : les B. Shuman has refused to comment. University Gets Grant To Expand Grad Program . Eugene-A U. S. Office of Education "stimulation" grant has been received for the second year at the Uni versity of Oregon for the de velopment and expansion of a graduate program in the education of the mentally re tarded. The 810,500 grant will help support the program which prepares students to be ad ministrators and supervisors of special education programs for mentally retarded chil dren in the public school sys tems and of similar educa tional work. Dr. James R. Lent, associ ate professor of education, who came to the university last year, is director of the program. Receive Grants "Only about two or three collrses and universities in the U.S." have received these grants, which are designed to stimulate the establishment of advanced-degree programs, and only about 10 institutions of higher learning offer the programs at the present time. Dr. Lent said. In addition to the grant, the three students -two doc toral candidates and one mas ter's degree candidate-participating in the program at Oregon this year will receive stipends. Three students' also studied under the program last year. One of them, Leo A. Hamer lynck, completed his require ments for a doctoral degree and is now teaching at East ern Oregon college. In addition to thtir cam pus studies, students serve "internships" in public school systems, special education de pnrtments of county school offices, the Oregon state de partment of education and Fairview home.
