V & "a Central Nations Supervision Said To Be ineffective By CHARLES R. SMITH United Press International ! Panmunjon, Korea -The Neutral Nations Super-f vibory eoiiiini.sjion (NXSC) in Korea is one of the best argu ments ai;ainsl establishment of any neutral nations supervis ion in Berlin. 1 Advocates of neutral con trol in Berlin miRht do well i to take a look at the NNSC ' j record and ponder this state-1 i ment by the armistice affairs division of the United Nations ' cr.mmand in a booklet ex-; ! plaining (lie L'NC military ! armistice commission: "Krooi i the very bffiinnjnR. the NNSC I has been disappointingly in effective." The NNSC, composed of representatives from Switzer land, Sweden, Czechoslovakia and Poland, was able to do lit tle from the lime it was set up by the armistice agreement in mid-l!)53. Bui for the pasl five years or so it has been able lo do nothing except maintain a "presence." UNC officials said this is of some value. Some feel it is the only valuable function the NNSC is able lo perform because of limitations placed down by both North and South Korea. I The presence of the NNSC ! members, said Col. Wheeler G. Merriam, secretary of the ; UNC Military Armistice com I mission (UNCMAC), is ' a I great deterrent to aggression." j The NNSC was set up by I the armistice agreement, sign jed in July, 1953. Its function i was to make certain that j neither side built up military I strength above pre armistice j levels. At the same time neu , Iral nations inspection teams were established under NNSC ! control to check on shipments I of arms and men into North I and South Korea. The Communists blocked the work of the inspection teams from the start, refusing to submit required reports. In February, 1954. the North Korean army sent a letter to the NNSC in response to a UNC request for inspection of entry of airplanes into Nortn Korea in violation of the ar mistice agreement. "Our side resolutely will not agree lo investigations being conducted in our area on the basis of slanderous charges by the UNC side," the letter said. No Answer The Communists were ask ed immediately on what basis in.spection would be permit ted. But they never answered. From that moment, the in-' ! spection teams were dead. i But it was not until the 1 70th meeting of the armistice I commission on May 31, 19513, that the UNC got around to barring the Czech and Polish members of the NNSC from South Korea. The UNC stated j then that it was barring the i Czechs and Poles because of Communist obstruction of the NNSC operations and because of obvious espionage activi-1 ties of the Czechs and Poles on their visits to South Korea. Today, the Czechs and Poles cannot enter South Korea. The Swiss and Swedish mem bers may enter North Korea, and often do, but only by in vitation. From the time the "neu tral" members were elected by the UNC and Communists sides, they have been re ferred to as "our" neutrals and "their" neutrals. Assured by Ihe guest, a drug company neuropil!) mycolo gist, that there now was no known cure, the girl added: "Isn't it strange that for all the thousands of years people have been getting colds no one found a cure." Dr. Samuel Irwin, chief neurnpharmacologisl for the Shering corporation then told the class that a vaccine for preventing colds may tic de veloped within Ihe next five years. "We'll have a man on the moon by that lime, and a cold is such a simple thing," an other student observed. Children Hear The students who heard Dr. Irwin briefly trace the his tory of drugs and then ques tioned him with surprising depth were scvcn-ycar-okls -second graders in the Hunter college elementary school, ll special lacility lor gifted chil dren, Irwin was one of a series of visitors who have discussed their professions with the tal ented youngsters. Previous gtiesls included an architect, a musician, a science writer, a podiatrist and the New York Lily investigations commis sioner.
