'High Density' Approach Eyed Washington - IUPII - The Na tional Association of Home Builders, which for years has complained about the rising cost of land, is trying to do something about it. In fact, it hopes to apply the brakes to land prices by winning public acceptance for a new approach to houying. "High density" is the best term for that ap proach so far devised. While it may remind some people of tenements and slums, it is descriptive of what the association has in mind. Enormous Obstacle Two enormous obstacles must be surmounted to make high density design more than a here-and-there experi ment: -People must be persuaded that it's a better way to live. It's hard to imagine that many American families can be talked out of their pref erence for a house with front and back yarr'.. -Local zoning and building authorities will have to be induced to allow high den sity construction. The builders, and housing specialists elsewhere who are interested in getting more use out of land, are talking about such things as: -Clustering. This means grouping hiuses more closely together. -Common areas. The land given up by each house in a cluster arrangement may be pooled in recreational or park area. Some builders are talking about English type village greens. Mixed land use. Instead of only one-family houses, a project might also contain apartment buildings several stories high and a string of town (row) houses. -Atrium or patio houses. Semi-detached houses built around and fronting on an interior patio. Robert C. Ledermann, the association's director of com munity facilities and urban renewal department, has drawn up the following table to contrast conventional and cluster use of land: Conventional clutter Acre In streets 24 Linear ft. of street . 16.033 Per cent of site in streets 19 Acres In bide, sites ... 1 Dwelling units 604 22,30(1 29 590 0 Acres of usable open space 51 The builders hope to con serve not only land, but also utility lines and pipes and paving. According to Wil liam F. Fitzgerald of the as sociation's staff, builders in many communities are sad deled with terrific costs be cause of regulations which require excessively large lots and wide streets. In Washington, for exam ple, the fashionable George town section consists almost entirely of row houses. Many are small and narrow.
