ontrol Failun in a15 hi ocket Plane Worries Scientists United States, Canada To Open Talks on Export Of Lumber at Ottawa During Week of Aug. 27 Washington -0JPH- The Unit ed States and Canada will be gin talks on the politically touchy issue of Canadian lum ber exports to the United Stales during the week of Aug. 27, in Ottawa, it was an nounced Tuesday night. The issue in effect pits Can ada's austerity program goals against the interests of the ailing lumber industry in the U S. Pacific Northwest. Congressmen from lumber slates have charged that Ca nadian lumber has captured up to 18 per cent of the $2.5 billion U.S. lumber market, forcing mills to shut down and throwing thousands of U.S. lumber employes out of work. The United States named a three-man negotiating team of G- Griffith Johnson, assistant secretary of stale for economic affairs, chairman; John A. Carver Jr., assistant secretary of the interior, and Jack N. Bchrman, assistant secretary of commerce for international affairs. The Slate Department has not formally confirmed that one U.S. aim in the talks would be voluntary limitation by Canada of its lumber ex ports to the United States. But in announcing that ne gotiations would he sought last month, President Ken nedy said the subject would be "the amount of softwood lumber imported in to the United Stales." Sen. Warren G. Anna Chennault, widow of Gen. Claire L. Chennault, commander of the "Flying Tigers" in World War II, arrived in Taiwan today for her annual visit. Mrs. Chennault, who was expected to participate in the relief program for refugees from Communist China, said she plans to remain here until September. STATEHOOD SEEN AS BACKWARD STEP San Juan, P. R.-lTli-Gov. Luis Munox Marin said Tues day night statehood for Puerto Rico would be a "step back ward" which would deprive this U.S. island of some of its "liberties and rights." Munoz said in a broadcast speech that Puerto Rico would lose its "economic autonomy" and its exemption from U.S. taxes if it were to become a state. He said the economic impact of the change would be "ruinous." The voters will be asked to choose, probably sometime in December, between independence, statehood and continua tion of Puerto Rico's present "commonwealth" status. Testing Program For Children Listed A testing program for chil dren whose sixth birthday is between Nov. 16 and Dec. 31, but who want to enlcr the first grade in a Medford ele mentary school this fall, has been announced by the Med ford school superintendent's office. Ordinarily, school officials note, children must be six years of age on or before Nov. 15 to enter the first grade this fall. Children successfully com pleting the testing program will be permitted to enter first grade Jept. 10. Testing will be done Aug. 21-23. Ap pointments for the tests must be made during this week, ac cording to school officials. Additional information and appointments may be made by telephoning the Medford public schools office, 773-3683. Nitroglycerine had its ori gin in experiments conducted in 1846 by Ascanio Sobrcro, but its explosive force was not developed until about 1863 by Alfred B. Nobel. Trouble Found During Altitude Test Flight Edwards AFB, Calif. -fUPD-Space scientists expressed "great concern'' today over a control failure in the X15 which they said could spell doom for the rocket ship dur ing re-entry from "high in space." But they stressed there was "no hazard whatsoever" in Tuesday's "safe lower altitude lest" flight by chief space agency pilot Joe Walker dur ing which the trouble in the X15's electronic "brain" was , detected. Walker said a device con trolling roll motion of the rocket snip broke flown at 100.000 feet and caused the craft to waddle "like an old wide bottom ship in the seas." Mort Trouble in Traffic "The flight was trouble some for me heeatise I had to manually re-set my instru ments to get rid of the back and forth yawing," Walker said. But he jokingly added, "Heck, I had more trouble driving home in the traffic." Allhnuch the failure was overcome by Walker, space agency officials said such con , trol trouble during re-entry I from much higher flights "could cause some very ser ious trouble. . .the pilot might not be able to get out of it." By higher flights, the sci entists referred to those above 50 miles. The X15 holds the world's airplane altitude rec ord of nearly 60 miles. "We're really going to center here. i "But Walker didn't face any hazard because he was flying j at low altitude ana speea ana was ab; to correct the prob lem," Bikel said. "As a matter of fact, it was no more than what X15 pilots have done many times before at similar altitudes by deliberately shut ting off the roll dampener de vice to check alternative ac tion." Bikel said it was the first time such a potentially dan gerous failure had stricken the No. 3 X15, the only one of three versions of the half plane, half missile equipped with an electronic "brain."
