OREGON Kennedy Urges Russia To Re-Examine Position on Nuclear Test Ban Washington - (UPI) - Presi dent Kennedy Wednesday urged Russia to "re-examine" its position on a nuclei r test ban agreement in view of changing inspection propo sals by the United Sta'.es. Kennedy told his news conference new technical ad vances could simplify inspec tion systems for a nuclear test ban agreement. But he said this country still will in sist on some kind of on-the-spot inspection plan. Kennedy made the state ment shortly before confer ring wilh Chief U. S. Nuclear Negotiator Arthur Dean. He said Dean would return to Geneva today to work toward achievement of an agreement based on the new findings. Wants Drug Regulaliom On other topics: -Kennedy called for new regulations to protect the public from such harmful and dangerous drugs as baby deforming Thalidomide. -The President urged the House to approve U. S. pur chases of United Nations bonds. -Asked how soon the Unit ed States would continue nu clear atmospheric tests at Johnston Island, he said tech nicians are repairing damage caused by the explosion of I the last attempted rocket launcn. rie said when repairs are finished a decision will be made on whether to go on with more tests. He said three more tests would complete ihe current series. Authorities Contacted -Kennedy said his brother, Atty. Gen. Robert Kennedy, has made contact with au thorities in Albany, r,a., re garding racial troubles there. He called the refusal of the Albany city council to sit down with the Negroes "wholly inexplicable." -Kennedy praised negotia tors in the Dutch-Indonesian dispute over New Guinea. -Regarding a possible tax cut, Kennedy said he wanted to see July economic figures. -Kennedy said he would be willing to match the record of his administration with that of former President Dwight D. Eisenhower on economic issues. New York - (UPD - Watch for a pastel look underfoot. Oregon Republicans Open Portland Office Salem JUPli-The Oregon Re publican Party has opened an office in Portland, in addi tion to the headquarters of fice here, Jerry Claussen, ex ecutive director, has an nounced. The Portland office will be operated only through the November election. It is lo cated in the Executive Building. In the Day's News By FRANK JENKINS The big news from Wash ington as this is written con cerns a filibuster conducted by what the dispatches de scribe as "a small band of Democratic 'liberals' in the senate" who are opposing President Kennedy's commun ications satellite bill-which is a bill to create a corporation to handle the worldwide com munications, including Inter national television broadcasts, that will be made possible by the Telstar satellite system. The administration bill would create a corporation governed by 15 directors. Six of the directors would be elected by holders of stock to be offered to the public at a minimum initial price of $100 per share. Six more directors would be named by commun ications companies in propor tion to voting stock held, but no company could vote for more than three directors. Three directors out of the 15 would be named for three year terms by the President. CONSIDERING the problems that MUST be solved, in cluding international negoti ations that will have to be conducted at government lev els, it doesn't sound too bad. But It is opposed by a band of starry-eyed liberals who ap parently concede that they haven't voles enough to defeat it so are adopting the fili buster tactic which amounts to talking it tr death. OUR Wayne Morse is against the President's bill. He says: "As far as I am con cerned, I am AGAINST IT. Those satellites should be AMERICAN FLAG satellites and not monopoly satellites." Our Matirine is also against the President's bill. She says: "Under the administration bill, the AT&T would be the chosen instrument to own and control civilian space com municiilions. Why should we hasten to give away the fruits of billions of taxpayer dollars to a private monopoly owned and controlled by a few huge companies and dominated by the greatest and most power ful monopoly in America today?" Revision of Satellite Bill Said Expected Washington - (UPI) - Sen. Al bert Gore (D-Tonn.), said to day he figures the Senate For eign Relations committee will revise the space communica tions bill to allow President Kennedy to control interna- j tional negotiations involving any satellite corporation. Gore, a member of the com-1 mittee, and other liberal Dem ocrats led the five-day fill-1 buster which resulted In the : bill being returned to the com-1 mittee for a 10-day study. Deadline Aug. 10 The legislation to create a i privately owned, government regulated communications; satellite corporation must be reported back to the Senate I for action by noon on Au?. 10. ! Gore said the bill, as it now stands, gives the corporation primary seat" In foreign negotiations involving space communications, and "the President a secondary one." "The Constitution," Gore said, "contemplated it to be the other way around." Other congressional news: Bonds - The House Foreign Affairs committee met behind closed doors to work out a compromise proposal to pur chase United Nations bonds. Sources say President Ken nedy has told the lawmakers he will accept a compromise if it will assure passage of the bill.
