IUPII - One radio station atop this central Jersey Hill talks to Europe via Telstar. Another is being set up this week with a more immediate mission on earth: Spotting flat tires and over heated engines on a nearby expressway. A mile from the Bell Sys tem's original space-telephone transmitter, the state police is launching tests of an electron ic device for bringing swift aid to stricken motorists. Who hasn't sat forlornly in a stalled car waiting for some body, anybody, to summon help? Or watch in distress at an accident? To eliminate these long de lays, the Garden State Park way (GSP) and the ITT Kel logg company of Chicago are experimenting with a driver activated radio transmitter patterned after the World War II "Mae West" radio . . . that was the lifeboat outfit which automatically broad cast an "SOS" when you turned a crank. Red and white transmitter boxes have been installed at one-mile intervals along a five-mile stretch of the Gar den State Parkway for the trial. A motorist in trouble can flip a switch to summon po lice and an ambulance, in case of an accident, or tow truck assistance, for a mere breakdown. The motorist then turns a hand crank to gener ate power for the radio trans mitter in the box. If the system works out, the signal is picked up by the Holmdel Stale Police bar racks. A control panel flashes the message "P" for police or "S" for service: the number of the mile post; and whether northbound or southbound lane. John Hurley, parkway op erations manager, said it now takes an average of 20 min utes for a distressed motorist to get help. This on a 175-mile expressway which counted 36.124 breakdowns last year. Other electronic alarm sys tems also are at work for the motorist. Detroit is using closed circuit television in an experimental system for ex pressway control. Los An geles is testing a system us ing sun-powered batteries to operate emergency radio transmitters. Unander Calls lor Embargo on Lumber Singapore-H'Pll-Oregon Sen atorial candidate Sig Unander has called for an immediate embargo on imports of lum ber from CanaCa. Unander's views came in a statement issued here. He is on a two-week tour of the Far East. The Republican candidate for Sen. Wayne Morse's seat in November said President Kennedy's plan to persuade Canada to limit her exports voluntarily is doomed to fail ure. "Not only would Canada not accept such a drastic blow to her economy," he said, "in fact, she has refused to ac cept it. That is why I have continually advocated taking the bull by the horns and im posing an immedate embargo on imports of wood into the United Slates before our lumber industry completely collapses."
