OREGON overnment of Tanganyika Obtaining Virtually Unlimited Powe b Dar E Salaam, Tanganyika (IPli - Tanganyika govern ment Is using its complete control of the legislature to transform this former British colony into a republic with virtually unlimited powers. Two laws passed by parlia ment in recent weeks indicate the trend from one-party democracy to republic with blanket powers over nearly all aspects of public life. Observers here said the government of Premier Rash ida Kawawa Is clearly show ing its determination to mak" full use of Its unique position as a democratic government without any opposition in parliament. It was seen as ..n Import ant factor In the present gov ernment drive for authority in the labor field that for mer Premier Julius Nyerere, expected to become the coun try's first president whole heartedly agreed with the new labor laws. He told a news conference the government was not pre pared to "allow the law of the jungle in industrial rela tions in Tanganyika." After a rowdy rally in the Victoria lake region of the country, Kawawa issued a ban on all ANC meetings in that area. When he was asked at a recent news conference how long he wanted to continue the ban. he said it would be maintained "as long as is necessary." Having failed to gain a single parlia mentary seat in the general elections, the party is not regarded as a possible alter native to the present govern ment, composed solely of Tanganyika African National Union (TANU) members. Local observers said they found it hard to understand why the government should take a tiny, ineffective minor ity party so seriously. They said that either the ANC was far more powerful than its small membership indicated or the government was moving the way of Ghana in eliminating all op position, however powerless.
