virtually unlimited powers.
Observers said recent leg
Islation shows a trend away
from the Western type de
mocracy Britain had hoped to
establish here. There were
fears that Tanganyika may
become another Ghana,
where political opposition
has all but disappeared.
Two laws passed by parlia
ment in recent weeks indicate
the trend from one-party
democracy to republic with
blanket powers over nearly
all aspects of public life.
Labor Funds Controlled
One bill gives the govern
ment control over member
ship and funds of the Tangan
yika federation of labor. The
other prescribed arbitration
for all labor disputes and vir
tually ruled out any strikes
and lockouts.

day that despite vacation clo
sures and construction dis
putes both the number and
rate of insured unemploy
ment declined last week cm
pared to the previous month.
Cameron said that last
week there were 12,743 un
employment Insurance claims
compared to 10,069 the
month before, and 15,427 a
year ago.
The insured unemployment
rate stood at 3.2 per cent
compared to 4.1 per cent for
the same week in June, and
3.9 per cent a year ago.
Corvallis continued to have
the lowest rate of insured un
employment, 1.8 per cent, the
same as In June, but com
pared to 2.4 per cent a year
ago.
Highest rate was at On
tario., 9.3 per cent, up from
8.6 per cent of June, and last
year's 9 2 per cent.
Lakaviaw Improves
Greatest Improvement was
at Lakeview. That percentage
dropped to 4.8 per cent, ver
sus 10.1 per cent last month.
In all other areas the rate
was lower than a month ear
lier, but It was higher coin
pared to a year ago In I. a
Grande, McMlnnvllle, The
Dalles and Tillamook as well
as Lakeview.

unemployment I n s u r a nee
fund contained $42.7 million
compared to $35.2 million a
year ago, Cameron said. Net
benefits paid since Jan. 1,
total $19.9 million, and net
receipts $17.5 million.

Chapel In Home Can
Double As Shelter

South Texas Children's home,
a Southern Baptist institution,
has built a basement chapel
that could double as a fall-out
shelter in a nuclear attack.
The school Is 90 miles
southeast of San Antonio. Its
shelter could house and pro
tect more than 150 children
and staff members for two
weeks.
