Corbett, chairman of the Legislative Fiscal committee, predicted the next state budg et will be "very tight." He pointed out that the current budget was helped by a $33 million surplus that isn't ex pected to show up this time. The 1961 Legislature beat down a proposed $1.5 million ppropriation for a Capitol addition, and provided 56,400 in planning money instead. The addition would provide more hearing rooms and of fices for lawmakers. FIFTY CENTS in coins for State Budgetmakers Expect No Tax Increases By DOUGLAS GRIP P Salem - (IM - The govern- or s chief budgetmaker said Saturday the new state bud get anticipates no tax in crease, but "at least" another $13 million for higher educa tion, $10 million for basic school support, and $7 mil lion more for community colleges. Freeman Holmer, state fi nance director, is roughing out the proposed 1963-65 budget Gov. Mark O. Hatfield will submit to the 1963 Leg islature in January. Holir.er estimated that a 1963-65 budget of $390 mil lion could be drawn up with out higher taxes, and by hold ing to present levels of serv ice. The amount would be $22 million over the current bud get, passed by the 1961 Legis lature. The $13 million higher ed ucation hike is a median fig ure, Holmer said the range being $10 million to $20 mil lion. EstimatM Preliminary He noted that state agen cies haven't forwarded their Bay's Attorney Asks High Court To Dismiss Appeal Salem - (UPD - An attorney for Dean N. Bay, former Wes ton teacher, said Saturday he had asked the Oregon Su preme Court to throw out the state's appeal of the Bay cer tification case. But a spokes man for the high court said the request is invalid. Thomas Gooding, La Grande attorney, said the state failed to meet a dead line for submitting its argu ments to t he high court. Gooding in La Grande, said he put a petition in the mail late Friday for dismissal of the state's case, and affirma tion of a Union County Cir cuit Court decree which or dered the state to certify Bay as a grade school teacher. Bay is a 33-year-old teach er who was denied a teach ing certificate last year be cause he is an ex-convict. He is teaching now in a private school in the Seattle area. Commenting on Gooding's petition, the state's attorney handling the Bay Case Asst. Atty. Gen. Cecil Ques- seth of Salem said "he s in error. An extension of time was granted June 8, for a month. The brief will be filed next Wednesday." Jack Sercombe, supreme court clerk, said this is true, and everything seems to be in order. requests yet, and his esti mates are only preliminary. He added that only the basic scnool, higher education and community college projec tions are identifiable now. Holmer revealed that the state apparently will under spend the present budget by more than $6 million. But this is not out of line with past years. He estimated that $360 mil lion of the 1961-63 budget will be spent, instead of the $366.8 million budgeted. The $6 million-plus differ ence includes about $500,000 left over in basic school sup port money. Holmer said the number of Oregon pupils was overestimated. The amount to be returned from the $3.3 million state allo cation isn't known yet, he said. In any case, Holmer said the State Welfare Depart- j ment will "have to make some assumptions of its own on or before Sept. 1 whether or : not Congress has acted." , Sept. 1 is the deadline for getting requests into the gov- i ernor's office. ! Holmer said the total, pol-1 ished state budget will be on the governor's desk be-! tween Nov. 1-10, about on a par with past years. By law, the governor must send his ' budget to the state printed by Nov. 10, and it comes out in published form Dec. 1, also by law.
