The availability of public lands for purchase by the public has resulted In so-called "land locators." who abuse the priv IIcrc of filing non-mineral applications and petitions for public lands. Thin has come about be cause some of the public lands are sold to individuals and slate and local governments. The government places some small tracis on sale, and until recently it has been possible for people to file applications for the lnnds under most of the non-mineral land laws. To control such land loca tors, the Secretary of the In terior In 1PK1 announced an 18-month moratorium on such applications. Although this moratorium has now been lift ed In Montana, North and South Dakota, Colorado, and Wyoming, It will remain In effect until Sept. 1, 1P62. in other states.
