Phone 772-2970 By ARTHUR DOMMEN United Prttt International Hong Kong - HIPP - Com munist China i foreign policy with regard to India shows continuing bewilderment frustration, and an inability to remedy a situation which works to its own detriment, according to Communist af fairs analysts here. The horder dispute between the two countries is as far as ever from settlement, accord ing to these analysts, and in their latest moves on the is sue the Chinese have antago nized Indian Premier Nehru. From a study of Chinese Foreign Ministry stalements, press articles and public com ments, these analysts conclude that the erratic course of Chi nese policy towards India is because Peiping has been placed on the defensive. Peiping's foreign nolicy, they say, works smoothly and predictably in situations where the Chinese hold the initiative in their dealings with other countries. But the Chinese so far have been unsuccessful at predict ing Nehru's reactions as they have been able to gauge, for instance, the reactions of the United States with respect to its commitment to defend Formosa. So, the Chinese have been thrown on the defensive. This explains, these ana lysts say, say why Pciping seemingly has deliberately aroused the hostility of the leading nation of the non- allned world and seriously damaged Us own claims to having no aggressive intent anywhere. They say this explains why Peiping has callously destroy ed the personal friendship which once existed between Nehru and Premier Chou En-Lai. On May 4, Peiping officially announced that an agreement had been reached with Paki stan to negotiate the demarca tion of a stretch of border I between Sinkiang province and part of Kashmir under Pakistan's control. The region is one of several hundred square miles where China's claims are at considerable variance with maps issued by India, which claims Kashmir. Involve Changai Nehru reacted immediately and sharply. The agreement, he told parliament, "sounds like an opportunist attempt to take advantage of a particu lar situation even though this might involve changes in our boundary." Nehru has steadfastly re fused to consider negotiations with Peiping with respect to similar claims on Indian-held Kashmir, Uttar Pradesh and the northeast frontier agency. The Chinese built a road through the Ladakh area of Kashmir in 1956 and 1957. They have also established outposts on territory which India regards as its own, but it was not until the Tibet crisis of 1959 that the horder dis pute developed into exchanges of inflammatory accusations. The Chinese at first at tempted to get India to agree to mutual withdrawal of arm ed personnel on each side of the boundary. It also proposed "that each side refrain from sending any patrol to places within 20 kilometers of the line of actual control on its own side." The Indian government turned down these proposals Next, the Chinese attempt ed to get an agreement for both sides to respect the status quo pending negotiations. The Board, an official state agency operated by the Ore gon Historical Society, has no power to give or change names by itself, but its recom mendations to the U.S. Geo graphic Names Board are us ually accepted and made offi cial. Members represent a wide variety of professions and areas of the state. The names, present, new or changed, to be considered, in clude in Jackson county, Wil- j low lake. It claimed an anti-Chinese campaign was being whipped up in India, and that this would "boomerang against those who stage it, be they U. S. imperialists, Nehru or anybody else." Meanwhile, Peiping display ed a conciliatory face in a boundary settlement with Ne pal and announced plans to build a road into India's tiny neighbor. It also proposed ne gotiating a new trade agree ment with India, but this was rebuffed. War Clamor "From refusing to settle the boundary question through negotiations the Indian gov ernment has turned to reali zing its territorial claims on China by armed force . . . but under no circumstances will the Chinese government be cowed by war clamor and mil itary threat," said a foreign ministry statement. It was after Nehru made plain his determination to leave Indian outposts where they were that China con cluded the agreement with Pakistan. In a roundabout way, China has been able to win a point from Pakistan which it has not been able to win from India. The Communist New China News Agency report of the agreement stated "the govern ment of the People's Republic of China and the government of Pakistan, after an exchange of views, affirm that the boundary between China's Sinkiang and the contiguous areas, the defense of which is under the actual control of Pakistan, has never been for mally delimited and demarca ted in history."
