Marx Hatfield's office Monday. The basin Is in Southern Oregon and Northern California. Private landowners from Oregon's Klamath county at tacked the Klamath-Tulelake bill sponsored by Sen. Thomas H. Kuchel (R-Calif.). They asked Hatfield and his state natural resources committee to back amendments that would take some of the fed eral bite out of S. 1988, Ku chel's bill. Richard Henzcl, Klamath Falls, president of the Kla math Drainage District, com plained that the legislation- which carries some U.S. In terior Depart ment amendments-would "forever" keep the basin in public ownership. This isn t denied by federal officials, and the bill was im mediately defended by Paul T. Quick of Portland. He is regional director of interior's Bureau of Sports Fisheries and Wildlife. The bill would change the 57-year-old concept of the ba sin from that of reclamation to wildlife conservation. Var ious refuges could be en larged. Violations Chargid George Proctor, Klamath Falls, attorney for the drain age district, said the proposed change In basic concept vio lates a number of federal- state-district agreements. The district was formed in 1915, only 13 years after passage of the U.S. reclamation act. Henzel urged Hatfield's committee to get behind two amendments proposed by the district that would: Thornton Urges Time Signatures Salem-IUPD- The Democratic nominee for governor, Robert Y. Thornton, Monday urged citizens to sign petitions that would put on the November ballot one or more anti-daylight saving time measures. Since there already is a measure on the November bal lot calling tor statewide day light time, Thornton said the initiative petitions against fast time are the only way for peo ple in Oregon to "get a fair and square vote" on the issue this fall. The state attorney general noted that the fast time meas ure put on the November bal lot by the 1961 legislature would not repeal the contro versial split time law if state wide fast time fails. The 1961 split time act is the one that lets Multnomah and four other counties go on daylight time in the summer. "In other words," Thornton said, "even though a majority of the voters vote against day light saving time in the 1962 election the law giving local option to the five counties will still stay in effect." Therefore this doesn't give the voters a clcarcut choice between day light and standard, he complained. This would include Klamath Straits, and the Mil ler Lake area, a 2,811 acre tract. 2. Require the federal gov ernment to "promptly pay its just debt" of about $180,000 to the district for cost of building irrigation and drain age facilities for public lands in Klamath Straits. Reported Favorably These same proposals were rejected by the Senate Inte rior and Insular affairs com mittee last February. Since then, the committee has re ported S. 1988 out favorably, with the U.S. Interior Depart ment amendments. The Basin contains the big gest concentration of water fowl on the North American continent. It lies along the key Pacific Flyway and is loaded with ducks and geese. Hatfield said the matter is "beyond the jurisdiction" .of Oregon "at the present time." But he added that consider able misunderstanding exists in Ctregon about the situation, and he called the combatants together so his committee could hear the facts. Medford Is Listed In New Northwest Travel Guide Medford is listed in the 1962 Mobil Travel guide for the Northwest and Great Plains states, a 430-page book recently published for the na tion's travelers. TouVelle State park, Prcs cott Memorial park and Cra ter Rook museum are featured in the listing. Medford ap pears on page 289. Oregon receives 51 pages in the new guide, the state's his tory, population and area are included, and there are spe cial sections on local fishing and hunting, and on parks and forests. A statement by Secretary of Commerce Luther H. Hodges introduces the new edition. The introduction also contains a history of the area, border crossing regulations for trav el in Canada and tips on how to save money while travel ing. Car care hints are pro vided as well as auto safety suggestions. A section for cam era fans offers information on film, subject matter, and the use of filters. Ten States The Northwest and Great Plains states edition of the guide covers ten states: Idaho, Iowa, Minnesota, Montana, Nebraska, North Dakota, Ore gon, South Dakota, Washing ton and Wyoming. About 14,000 establishments in 42 states and the District of Columbia are listed in the 1962 guide. Each hotel, motel and res taurant was visited by a train ed representative who made a thorough inspection. H i s comments and recommenda tions were reviewed by na tionally known food and trav el experts, who assigned the final ratings. Hotels, motels and restau rants are rated by a star sys tem, which ranges from "good, satisfactory in every way" (one star) to "one of the best in the country" (five stars). In addition, some estab lishments receive a check mark, which denotes an "un usually good value, relatively inexpensive."
