Holmes Studies Law On City Constable District Attorney Alan Holmes said Tuesday he is studying the state law to see if the city of Mcdford has to elect a constable now that it has reached 25,000. Conflicting state statutes make it difficult to render a legal opinion, he added. There are other problems, he said, including how to get such a proposition on the ballot for the November general elec tion. Sheriff Joe Walsh pointed out recently that state stat utes require a city of 25,000 population like Medford to elect a constable. The ques tion arose over collection of personal property taxes. Walsh said his office was hampered by being overbur dened with civil papers to serve, papers which should have gone to the county con stable's office. The comments agree with the opinions held by observ ers here for a long time that the government of President Ngo Dinh Diem will not stamp out the communist guerrilla movement until it wins support of the peasants in the countryside. Guerrillas, known as the Viet Congs, depend on the farmers for recruits, food sup plies and intelligence activi ties against the government troops. In large areas from the highlands to rice paddies and canals in the Mekong Delta, south of Saigon, the Vict Congs have set up a shadow government which reaches down to the tiniest villages and hamlets. The present government program of setting up forti fied villages or so-called stra tegic hamlets through the country is a first step in meet ing these political and eco nomic problems. WHAT 7.911,000 STOCKHOLDERS HAVE LOST This spring's sharp crack in the stock market has hit the pocketbooks of more American families than any other in our entire history. On paper, if not in actual cash, mil lions of us are millions of dollars "poorer" than we were in March. There are two simple reasons we are "poorer." First the number of us owning stocks is at an all-time record; when the fourth census of stockholders is released by the New York Stock Exchange this summer, it'll show at least 15.- 000,000 of us and probably more than 16,000,000 of us in the U.b. now own stocks. Second, the erosion in prices by many of the most widely held stocks has been substantial; in some instances, such as high-priced International Business Machines which at its 1962 high sold at $578.50 a share, the decline has been sensational. An analysis of a list of 25 companies with the largest number of stockholders in the NYSE's "Exchange," re leased today, underlines this point. Just these 25 com panies have 7,911,000 stockholders, 2,605,000 more than in 1956, a rise of an amazing 49.1 per cent in this short period. The number of stockholders of record of IBM is up 553.8 per cent since 1956. The number owning General Telephone & Electric is up 494.9 per cent primarily, though, due to the fact that when General Telephone merged with Sylvania Electric, it absorbed all of Sylvania's stockholders. Bethlehem Steel has 171.4 per cent more stockholders than it had six years ago. Tennessee Gas Tranmission has 139 per cent more, Standard Oil of New Jersey has 120.7 per cent more, Colum bia Gas System has 100 per cent more. Few did and if they bought some time ago, they still have profits on paper not as fat profits but profits. Most also are long-term investors, expecting to hold through such breaks as this the familiar Dow-Jones average of industrial stocks is down 70 points from its March high and presum ably, they're not affected by intermediate price fluctuations. Nevertheless, the 1962 stock market is definitely sep arating the men from the boys. If you're a "boy," the quicker you admit it to yourself and get guidance from a "man," the safer will be your nestegg. Last summer five elderly couples were camped in their house trailers in an undevel oped camping spot at the lake and were told they had to leave. They built no fires so did not cause a fire hazard and kept the spot clean and attractive. "Elderly people on pen sions and social security can't afford a dollar a night fee for overnight camping (as charg ed by the concessionaire). The older people like to get out and camp, too, even though they don't like to fish or go boating," Mrs. Murphy said. Commission members said separate camping ppots might be possible in the future, but development is necessarily slow- during the first two years of operation at the lake, Commission Chairman Lau- ranee V. Espey suggested the Murphys organize a group of elderly people and present their request to the county court. The government has con structed some 700 of these srtategic hamlets throughout the country and expects to build some 16.300 more until the end .of 1963. In line with the important strategic hamlet program, American military advisers here are not confining them selves to simply military mat ters but are also helping their Vietnamese counterparts on political and economic prob lems. Officials Impressed So far American officials are "very much impressed" by joint efforts by the United States and the Vietnamese military officers in speeding up the progress of the stra tegic hamlet program. The officials say none of the strategic hamlets estab lished so far have been suc cessfully attacked by the guerrillas. Attacks have dropped off substantially in areas where the hamlets have been built. But only last Wednesday the Vietnamese Government News Agency reported a stra tegic hamlet near Binh Dai in Kie Hoa province some 50 miles south of Saigon had been overrun by Vict Congs. The guerrillas burned down 62 houses, a maternity clinic, a militia headquarters and an administrative office, the Government Press Agency said. American officials deny re ports that many Vietnamese officials who were appointed as administrators in the stra tegic hamlets had been chosen for political favoritism rather than ability. Thousands Relocated The officials say the Viet namese army, with American assistance, recently relocated some 11,000 persons in Cair Nuoc district of An XuyenJ province, 168 miles south of I Saigon, into strategic hamlets in an "exceedinly well-directed operation." The officials said there was no question that the Viet Congs were trying to infil trate the hamlets. But they say a percentage of Communists who remain in the villages undiscovered is smnll.and that in any case it is hard to tell guerrilla sym pathizers from ordinary farm ers.
