The unusual situation is be ing brought about by Ore gon's split daylight-standard time. ... For STATE REPRESENTATIVE Outstanding Freshman Legislator 1961 Session Pd. Pol. Ad. S. V. McQueen, 2136 Hillcrest All election polls close at 8 p.m. But when it is 8 p.m. in Multnomah and four ad jacent counties May 18, and returns start becoming avail able, the rest of the state's polls will be open for one more hour. Multnomah and the four other counties are on fast time while, officially, the rest of Oregon is on stand ard. The one other exception is Malheur county, which is on mountain time, meaning the polls there also close an hour earlier than in most other counties. Poll Taken Some months ago Appling said he was taking a poll of the five fast time zone coun ties around Portland, plus Malheur, to see how the county clerks felt about the situation. Appling said they general ly favored an administrative order forbidding distribution of any returns until after all pools in Oregon closed, but he added: "What it boils down to is that we do not icel the problem is serious enough to warrant action on our part." "The results are not avail able until almost an hour aft er the polls close anyway be cause not all polls have counting boards during the day and some don't 3tart counting until after tne polls close." The secretary, who is chief state elections officer, said he doubted if an earlier dis tribution would affect anyone still going to the polls. He added, "we will watch the situation this election, and if it should prove to be a significant factor, we will take action in future elections." Tizekker Named Prudential Agent James E. Tizekker, 610 South Holly St., Medford, has been named agent here for the Eugene district agency of the Prudential Insurance com pany, Manager Dewie N. Turner, has announced. Tizekker is a native of Coaldale, Pa. He attended schools at Oak Grove, Med ford High and Southern Ore gon college. He served in the U.S. Army Beserve as a clerk typist. He is a member and former president of the Ashland Gamma Thela Upsilon fra ternal organization and is a graduate of the Oregon Police Academy, obtaining a certifi cate in 1961. ISSUES DRAFT CALL Washington -HOT-The Army will draft 5,000 men in July, 1,500 less than the call for June and the smallest of the year. Tollefson (R-Wash.) report, ed Wednesday that President Kennedy's proposal to finance medical care for the elderly through Social Security was endorsed by two-thirds of 13, 000 persons in his district who responded to a mail question naire. Tollefson conducted the poll and said he has not decided what stand he will take on the proposal. It is opposed by most Republicans. "I'm flexible," Tollefson told a newsman. Residents Object To License Renewal Five persons living adja cent to the H and H Wreck ing yards, 3245 South Pacific highway, sent a petition to the Jackson county court op posing renewal of the wreck ing yard's county license, the county court has reported. The residents complained in the petition that the business is a fire hazard, is not con ducive to promotion of busi ness or livelihood of others in the area, and the operators of the wrecking yard do not own the real property so it would be "very little hard ship" to them if the license should not be renewed. The petition was signed by Fred MarchSanks, M. M. Rob erts, George S. Green, George) L. Bronson, and Cecil Watson. (UP1) Capitol Memo Ballot Measures In Primaries Rare For Oregon Voters By DOUGLAS GRIPP Salem (UPI) Oregon voters have something special in store for them when they troop into the primary elec tion pol 1 i n g ing booths next week -two statewide ballot meas ures. Even one measure at a May primary noucias orinp is rare, ana there hasn't been two or more since 1934. Both are constitutional amendments, referrals by the 1961 legislature. Measure No. 1 would make it earier for new taxing dis tricts to set up their initial tax base. It also would give districts leeway in calling an election to propose a hike in a tax base. Now, such elec tions must be held either in May or November. A third provision would let a district keep its tax base intact even if a levy wasn't made for three or more years, Sponsors say the provisions amount to correcting a defect in existing law, adding that passage would not increase taxes. Opponents have no quarrel with the provision about protection of the tax base, but they charge that the package would, indeed, raise taxes. The legislature in passing the plan on to voters approved it unanimously. Measure No. 2 would let the legislature set its ownj salary. If ballots were mode of flesh and blood, the issue oft legislative pay would fit like! a comfortable old snoe - it has been, in one form or an other, before the people 16 times since 1908. Fifteen of those times, the proposals were defeated. The last time was in 1960, when the solons asked for a doub ling of their admittedly poor $600 a year salaries. The last nay raise was 12 years ago - when it was upped to the $600 a year. This time the legislators aren't asking for a specific amount, but rather the gen eral right to pay themselves a decent wage. There is no organized op position. Sponsors point out that if a legislature went wild and voted itself huge salaries, heads would roll i t the next election, So, there isn't likely to be any such political sui cide. Various experts on the Ore gon constitution say it is de grading for the sam- docu ment to: (1) Let the legisla ture set the salary of the gov ernor and other officials, and at the same time (2) keep a straitjacket on legislative pay. Court Considers Bids for Tractor The county court took no action on bids for a crawler type tractor for the roads de partment yesterday. The bids were submitted last week, but awarding of the contract was delayed pending further study. The court and county engineer are concerned over the cost of parts for the various tractors offered. Haupert Tractor company, Medford, was the lowest of three bidders at $43,990. The program will be avail able immediately for adults, children and families under ffrouD coverage. Costs will vary depending on the size, sex, age. and geographic lo cation of the group covered by the plan, according to Dr. Paul W. Kunkel Jr. Dr. Kunkel, president of the new Oregon Dental Health Foundation which was set up to handle the plan, announced the innovation at the Oregon State Dental association con vention here. He said 1,200 dentists have signed up to participate in the ' group program. ; The program will be only1 the third of its type in the nation.
